if Mr. Rosenbaum was saying the City
Manager could give 5% pay raise if
a he finds it in the
budget. Mr. Rosenbaum acknowledged that was correct,
all the leeway is left in the hands of management.
The City Attorney said Resolution 90- 29, Section I, now
reads: that there is hereby levied on all real and
tangible personal property located within the corporate
limit s of the City of Fort Walton Beach, Florida an ad
valorem tax of 5. 466 mills ($ 5. 46. 6 for every thousand
dollars of assessed property value) on each taxable
assessed value for the fiscal year 1990/ 91 which exceeds
the rolled back rate of 2. 00 percent. The above millage
represents 5. 466 mills for Operating Expenses.
Mr. Rosenbaum read line by line the work he did on the
first page; opening tax dollars of $ 5, 962, 354 remains
the same; restricted cash of $ 484, 962 remains the same;
restricted industrial account of $ 1. 334, 462 remains the
same; estimated cash available

then becomes $ 17, 099, 488; operating expenditures of
11, 641, 239 the same as the 1989/ 90 estimate; special
project expenditures of $ 25, 500 remains the same;
capital outlay of $ 1, 068, 500 remains the same as
recommended by the City Manager; that changes the
operating expenditures to $ 12, 736, 239; other financing
uses of $ 631, 232 remains the same as requested by the
City Manager; estimated cash available at the end of the
period becomes $ 3, 732, 017; add back in restricted cash
of $ 484, 962 for the RDA debt and the industrial account
of $ 1, 343, 462; leaving an ending balance of $ 5. 551, 441.
Mr. deVaux asked if those
figures were not raising golf
course fees. Mr. Rosenbaum
explained the only things
affected were the two general ledger account numbers in
I the total of $ 2, 641, 000 would be changed to $ 2, 608, 400.

RES. 90- 29 ( CONT.) Mr. Wyatt remarked
he had no problem with the millage
rate. or with the
budget philosophy; but he did have a
problem with saying to the City Manager here is the
bottom line. you solve the problem. He proposed using
the 5. 466 millage rate, do a few other adjustments, and
create a task force of experts to analyze expenditures
and also look at ways to generate revenues. He said he
had no trouble with belt tightening, he just did not
think it prudent to say to the City Manager here it is,
you solve the problem. He said he thought the real
solution is the 5. 466 and make some minor adjustments in
the budget that give some kind of guidelines.
Mr. Rosenbaum remarked there are three ways to balance a
budget. either raise revenues, reduce expenditures. or a
combination of the two; and Council has never addressed
reducing expenditures, it is always increasing
revenues. He also reminded Council he did not address
the water and
budget, and he
sewer thinks at the
earliest possible moment they have to do something to
tighten belts and curtail the expenditures, not just
continue to raise the revenues.
The Mayor called for the vote on the motion to adopt
Resolution 90- 29 with the millage established at 5. 466,
and it carried by a vote of 6 to 1, with Rosenbaua,
deVaux, Wyatt, Maney, Nicholson, and Wyninegar in favor,
and Smith opposed.
The Mayor requested the record reflect that the 5. 466
mills is approximately a 2% increase.
