Manager
responded yes.
Mr. Rosenbaum stated he is adamantly opposed to the
Enterprise Fund because this Council has never addressed
an Enterprise Fund and the rates keep going out of
sight. He stated for the benefit of those who do not
understand, an Enterprise Fund is water and sewer; and
now garbage is being recommended to be placed in with
the water and sewer. He also said, if precedence means
anything. this Council will not address it and wonders
what it will be next year.
Mr. Smith said he made the motion to approve it because
he thinks it is very important that sewer. water and
garbage be independent; and it needs to be scrutinized
and watched and done in the cheapest manner the City can
do it. and he would hope that will be the case. Mr.
Maney asked if the motion would also state. and examine
it as they do the general fund, so from now onthey will
be examining all the Enterprise Funds. Mr. Smith agreed
with the request so it would be examined in the same
manner they do the general fund.
Mr. Smith oved
m. that at the tiae this procedure is
formed, to treat the sanitation as an Enterprise Fund
and to examine it in the sam.e manner as the general
fund. Motion was seconded by Mr. Wyatt.
Mr. deVaux said he would have a problem with this
because when an Enterprise Fund is set up the citizens
of Fort Walton Beach. who are paying the rates. are
being asked to pay the pick rate
up; what it cost to it
if there is goingEnterprise Fund. then
to be a true
they need to find out if private enterprise can provide
the same service for less money; if they can, then they
should use that as an Enterprise Fund and use the
private contractor/ private individual to pick it up. if
they can provide the same service for less money.
