RES. 90- 29 A RESOLUTION ESTABLISHING AN AD VAWREM REAL AND
ESTABLISHING TANGIBLE PERSONAL PROPERTY TAX LEVY 6. 0 MILLS ON REAL
AD VALOREM TAX AND TANGIBLE PERSONAL PROPERTY LOCATED WITHIN THE CITY
OF FORT WALTON BEACH. FLORIDA, FOR THE FISCAL YEAR
1990/ 91 AND PROVIDING AN EFFECTIVE DATE.
The City Attorney read the resolution by title only.
Mr. Rosenbaum said he would like to make a motion to
retain the millage of
present it is 5. 466. and if
passed. another motion
adopting Ordinance 1100 which
will include a General Fund budget within what he
considers livable parameters; specifically. instead of a
shortfall of approximately $ 734, 000. there will be an
overage of approximately $ 220. 000. He said he is
prepared to read the figures which would show the total
revenues and financing services to be $ 12, 913, 000, the
total expenditures. including capital outlay. to be
approximately $ 12. 000. 700. He said he changed nothing
other than the revenue for the advalorem taxes after
reducing the millage. which came to approximately
30, 000; and he adjusted down the sanitation services
back to what he thinks is the present level of
approximately $ 300, 000. Further. he used the identical
expenditures in the third column of the 1989/ 90
estimate. He said the estimated cash at the end of the
period would be $ 5, 551. 000 instead of $ 4. 623. 000; that
includes the $ 631, 000 other financing uses. He said
that is essentially what he would like to see done. In
short, he reduced the revenues as presented only by two
items: the ad valorem tax which came to approximately
30, 000, explaining he used 5. 466 mills on the assessed
valuation, then took 95% of that, assuming they collect
only 95%; and a $ 300, 000 reduction in revenue in the
Sanitation Department using the same rates they are
using now. He said everything else in the budget,
1, 068. 500 for capital outlay and $ 631, 232 for other
financing uses, remains the same. He said he did not
address the water and sewer, but he would urge Council.
at the earliest moment, to look more closely at those
and he suggested a budget amendment at some later time
on water and sewer. He said in essence, what they would
do is keep operating expenditures what they are now.
period. He said his motion is, to amend Resolution
90- 29, instead of reading 6. 0 mills, to be 5. 466 mills.
then carry on and approve budgeta the public live can
with. He said that will mean some belt tightening, but
it can be done.
Mr. Rosenbaum moved the adoption of Resolution 90- 29
with the millage established at 5. 466. Motion was
seconded by Mr. Maney.

RES. 90- 29 ( CONT.) Mr. deVaux clarified that was the same millage rate and
not a rollback rate. Mr. Rosenbaum said the only
adjustments were to the two revenues, he made no change
on expenditures. Mr. Wyatt noted that would be no 5%
increase across the board. Mr. Rosenbaum said that was
right, but he did not care how it was disseminated. Mr.
