L.6.2.1.2 FAR Part 31 Deviation
Regarding the FAR Part 31 Cost Principles waiver, it is generally recognized that
governmental entities such as OCWS are not subject to the FAR. Instead, governmental
entities are regulated by OMB Circular A-87, Cost Principles for State, Local and Indian Tribal
Governments. OCWS has met and will meet the cost accounting standards of OMB Circular
A-87. The A-87 Cost Principles basically mirror FAR Part 31, so OCWS believes that the
Government’s interest in ensuring that only reasonable, allocable and allowable costs will be
charged to the DLA UP Contract. In as much as OCWS has requested a replacement for FAR
Part 31 rather a full waiver, OCWS has not completed each of the CAS waiver steps noted in
RFP Section L.6.2.1.2.

4. A description of supplies and services to be subcontracted and planned for
subcontracting to Small and Small Disadvantaged Businesses are as follows:
i. The subcontracting goal for small and small disadvantaged businesses was
developed in response to the types of services and suppliers that can be
used by OCWS. These services have included __________, __________,
___________, ___________, ___________, and ____________. Each of the
firms identified in Table 2 are known to be capable of providing these
services to OCWS and have had significant experience in the conduct of
these services.
ii. OCWS anticipates and has a policy of awarding, without formal competition,
the following types of services to small business concerns, small
disadvantaged business concerns and women-owned business concerns:
Service Category
Professional Services (<$10,000) SB,SDB
Construction Services (<$25,000) SB
Geotechnical Investigations SB
5. The following method was used in developing subcontract goals:
The goals, including the types of services and suppliers, were identified from recent
subcontracting activity by OCWS. It is OCWS’s expectation that the services these
companies have historically provided will, over time, be required on the Eglin system.
OCWS has worked with each of the small and small disadvantaged firms identified in this
plan and is very aware of their capabilities and capacity. OCWS is committed to utilizing
each of these firms for work that matches their expertise.
The goals as established are reasonable in comparison with past experience, yet
indicates a sincere effort to improve on past experience in terms of dollars, number of
SDBs involved, and movement into areas without previous SDB involvement. SDBs will

be given every opportunity to perform on large delivery orders as a subcontractor if the
work requirement is of that magnitude.
6. OCWS will strive to increase the number of SDB sources awarded subcontracts and
establishing plans to use SDBs by evaluating each requirement that falls outside OCWS’s
in-house staff expertise and analyzing them to ascertain how SDBs can be utilized to the
maximum advantage.
