Date: March 19, 2001 To: Reid Silverboard, City Manager From: Phillip Green, Fire Chief G9a- Subject: Comprehensive Emergency Management Plan BACKGROUND: A Comprehensive Emergency Management Plan has been drafted as a result of a Hazard and Vulnerability Study conducted by the Fire Department. This new plan will provide a framework in which all disasters can be handled in a methodical manner. This plan also incorporates the present hurricane plan. Florida Statutes require a Municipal Comprehensive Emergency Management Plan to be adopted by a resolution of the goveming board Resolution 01- 11 has been prepared to adopt this plan. DISCUSSION: The proposed Comprehensive Emergency Management Plan is based on a State approved format, which has been used by several Cities. All City departments have reviewed tins plan and their comments have been incorporated in the fmal draft. The Comprehensive Emergency Management Plan follows the State format of Emergency Service Functions or ESF' s. These functions are the basis for the response aspect of the plan. Each level of govemment, albeit State, County or Municipal has resources or departments, wl1ich are responsible for these ESF' s. The proposed plan lays out a matrix, which shows the relationship between the responsible organizations at each level. The plan provides that if local Municipal resources are not adequate to address emergency or disaster Then County resources will be called upon. The addition of resources continues up to the State and Federal level, until adequate resources are gathered. Florida Statutes require a review of any Municipal Comprehensive Emergency Plan by the County Emergency Manager to ensure concurrency with the County Plan. The County Emergency Manager has reviewed the Comprehensive Emergency Management Plan and a copy of his approval is attached RECOMMENDA nON: The City Council approves Resolution 01- 11 adopting the Comprehensive Emergency Management Plan. i,....-'" Reviewed and Concurred: Hold for discussion: Denied: J2S'JlSLJ2 f: Reid Silverboard, City Manager 4// Da'k C;/ O/ I Comments: 3 MILLER & ASSOCIATES Attorneys at Law 415 Mountain Drive, Suite 3 Destin, Florida 32541- 2349 1.
