Mr. Patriok asked tor an opinion from Gaines & Assooiates on the appropriate way to handle these two lots. Marty Black, ot Gnn..Assooiates, & answered they had eD1llined the area in 1984 and saw no need to rezone the property sinoe most of the property was aotively I being used tor residential and teels, as a planner, it would not be in the best interest of the City to rezone only those two lots and oannot speak to the future use of the land if it is rezoned. For planning purposes, a vesetative buffer or a low density butfer, needs to be there for the property owners. e At the present time, Lot 2 is blocked, and oannot have a buffer and have aooess at the same time. Lot 3 oan have aooess and be maintained as a residential area and still have a suitable and funotional bufter zone. Mr. Patriok stated he has seen that t~ose properties on ! slin Parkway have not been kept up properly and agrees that it is not economioally feasible to maintain them as a tenanoy.
