was
J
because of continued variance requests. Mayor
further said, he felt when the code was written,
masonry was the accepted standard. He would like
to see the Code revised to include metal and con-
crete block as well as masonry so it would not be
necessary to obtain a variance. Mayor referred

H: Mayor presented a letter from the Home Builders
BUIIDERS ASSCCIATIa~ Association requesting City property to be used
for the home office of the Association.
1
Mr. Baughman said this is basically a private
organization and I do not see how City property
could be used. He further said he did not feel
he could support this request.
Mr. Rigdon said he was asked by this organization
to look into surplus property and would like to
see the request turned over to a special committee
for consideration.
Mr. Rigdon said he thought r~. Bishop was on a
committee doing something about surplus property.
There are a number of vacant lots in the City and
we should take a look and not " turn a deaf ear"
to their request. He further said this is the Home
Builders of Okaloosa County and what they are
trying to do, seriously, is move their operation
someplace else. We might have some property that
no one else
would want that could be used by the
Home Builders.
ft. Rigdon moved to turn the request over to a
committee for study. Motion was seconded by Dr.
Houghton and carried unanimously.
l~ yorappointed lIT. Bishop as Chairman with Mr.

and feel if the county does not agree with this
that we are back to the beginning. But on the
other hand we are doing one thing, we are protecting
the taxpayers in the City, that a man must be able
to pass certified masters license and I think
a
we' ve got here what will protect the citizens.
A citizen in the audience said the H. H. Block
examination is recognized by the whole State of
Florida now and the County will accept it, he was
sure of that.
l'
Mayor asked for further discussion on the ordinance,
as amended.
The question was asked, in Section 3, if Council
would recognize the test that the County gives at
the present time, today?
Mr. Rigdon said " No sir" if you will read Section
4, are recognizing H. H.
we Block and we will not
recognize the County' s test.
