Mr. Rigdon said, I have called about setting up
another meeting with the County Commissioners next
week.
Mr. Al Grant asked Mr. Rigdon if the City did not
realize what was happening in 1977.
Mr. Rigdon replied, yes, we realized what was
happening, but I got laughed at every time I
appeared before the Commissioners to discuss it.
We have been working on this for three years.

City Attorney explained the new legislation. If
a county furnishes any service to an unincorporated
area that is of no substantial benefit to a muni-
cipality, they must do one of two things. They
must either put an additional millage on that unin-
corporated area to fund the cost of that service or
rebate back to the city a proportionate amount of
I the city taxes that have been going for that service.
This is a big step in a direction that will be of
benefit to the municipalities. '
Mr. Hunt asked when the legislation will be effec-
tive.
Mr. Rigdon replied, it will be effective with the
1980 budget.

GOLF COORSE City Manager presented the following recommendation
RECa.1MENDATION reference the City Golf Course:
ttDue toage of the City golf course and the
the
heavy receives, it has become necessary to
plat it
make extensive repairs to the greens and fairways.
Also because of increasing inflationary costs we
need to increase revenues to meet Council' s request
to operate the course on a break even basis.
We estimate the total cost of these repairs to be
200, 000. 00. Because of other increasing inflationary
costs in all departments of the City, it is not
I possible to pay the cost of this necessary program
using the general fund budget of the City or the
advalorem tax base.
In an effort to comply with Council' s " pay as you
go" policy and make improvements, we propose to pay
the cost of these repairs using a surcharge of sO~
per day to all golfers. We estimate this surcharge
will produce $ 42, 000. 00 in income per year.
We recommend that the repairs be started as soon
as possible using some savings from our current
vvO

year budget and borrowing sufficient funds from the
General Improvement Fund to pay the remaining costs.
We would then return the borrowed funds over a period
of five years using the surcharge to return the money
to the General Improvement Fund.
While we recognize this plan can bring some op pOSi-
tion from golfers using the, course, we believe it '
best to have these repairs paid for by all golf
players rather than increasing dues to members or
taking the funds from the budget. ._)
We will not collect this SO~ surcharge from mem-
l.
bers until after their current dues membership
expires. All non- members would begin paying the
surcharge effective October 31, 1979.
Attached is a letter we would propose to send to
all members to announce this surcharge.
Forecast ~ eceipts and expenditures for FYE 1979
and 1980 and projected improvements for 1979- 80 and
1981, are shown on the attached sheet.
Recommend approval of the surcharge.

TO: MEMBERS OF FORT WALTON BEACH GOLF COURSE
As you are well aware, the age and heavy play on the City
course has caused problems.
While we have been able to make some improvements in the
past month, our investigations into the reasons for some of these
unsatisfactory playing conditions discloses the need for more
extensive repair of the course.
improve the sprinkler system, install an automated
We need to
irrigation system and completely re- work most of the greens. We
estimate this cost at approximately $ 200, 000. 00 to be spread over
several years.
There are not sufficient funds in the budget to accommodate
these expenses. In order to pay for these improvements we have
proposed, and Council has approved, a 50, surcharge for each round
played. This surcharge will not be collected from present members
until after they renew their present membership. In other words,
if your current membership does not expire until January 15, 1980,
you would not begin paying the surcharge until January 16, 1980.
In this golfers, whether they
manner all are members or
greens
fee players will be charged a small surcharge to pay the cost of
these needed repairs.
I
We ask for your support and cooperation in this effort in
order that the City can continue to offer you a first class golf
course for your play and enjoyment.
