WILLIAMS PROPERlY Concerning a request for storm drainage and cul- de-
DRAINAGE- - WISTERIA ST. sac on Wisteria Street, City Manager explained that
several years ago City Council agreed to drain the
Williams property on Wisteria Street to the north to
the bayou. Since that time, their plans have changed
and now it is more practical to drain the water to
the south.
Public Works Director showed a drawing of the area,
and explained the request to Council. Williams has
written a letter requesting that the City end the
I
street in a proper cul- de- sac and provide a storm
drain. They have agreed to provide a 20 foot ease-
ment along the east side of their property in lieu
of paying any cost for the drainage. They have also
agreed to provide additional right- of- way required
for the cul- de- sac. We need to determine if we are
going to require them to subdivide this property or
allow them to develop it by metes and bounds descrip-
tions.

Mr. Hunt asked what has been customary in situations
like this in the past?
City Manager replied, you have a verbal commitment
to Williams on drainage to the north. The cost would
be little bit less to go to the south with the
a
drainage. This started back years ago, and we l
11
wanted to bring this Council up to date. They have j
been deeding parcels rather than subdividing in this
area.

Mr. Hunt said, I don' t have any objection to them
selling the lots as a metesand bounds description
provided they meet the minimum requirements as out-
lined in R- lA zoning.
Public Works Director stated that the approximate
cost of the cul- de- sac will be $ 5, 312. 95. The es-
timated cost for the drainage is $ 9, 673. 65. The
Williams will pay the full cost of the cul- de- sac
and they are requesting that the City pay the total
cost of the drainage. Previous Councils have acknow-
ledged this request from Williams. Public Works
Director explained the drainage alternatives and
recommended going with drainage to the south.
Mr. Hunt moved to accept the additional right- of- way
and provide improvements for the cul- de- sac at the
estimated cost of $ 5, 312. 95 and accept the 20' ease-
ment along the southern boundary of the
property.
I will yield on providing the drainage to someone who
was sitting around the table when the commitment was
made.
Mr. Rigdon replied, that property has been in liti-
gation. I would have to read the history before I
could discuss it. I think we would have to research
it to see what transpired at that time.
Mr. Hunt said he would like to include in his motion
approving the transfer of property by metes and
bounds description as long as it meets minimum size
requirements. Motion was seconded by Mr. Bishop as
amended, and carried unanimously.

Mr. Hunt added, I don' t have any objection, if
Council agreed to
was
that drainage, and that
provide
the policy at that time, because I think it is j
important to show some continuity to live up to
obligations we have made in the past.
OKALOOSA CO. GAS Public Works Director presented a request from
DISTRICT-- REQUEST FOR Okaloosa County Gas District for a 10' easement to
EASEMENT run service to a new subdivision in Mary Esther.
He explained that this will run through an undev-

eloped portion of the Industrial Park. We see no
problem with granting the easement and we recommend
approval.
Mr. Brock moved that the easement be granted. Motion
was seconded by Mr. Bishop and carried unanimously.
