CITY COUNCIL MEETING
October 14, 2003
Resolution amending the City' s Comprehensive Fee Schedule
Agenda Item No. - 15
City of Fort Walton Beach
Memorandum
To: Joyce Shanahan, Interim City Manager
From: Carole Jones, Executive Assistant
Subject: Comprehensive Fee Schedule Revisions
Date: October 8, 2003
BACKGROUND:
On April 27, 1999, City Council adopted Resolution 99- 4 establishing a Comprehensive Fee
Schedule that incorporated into one document all fees for City services and programs. The
Resolution provided for amendment of the fee schedule from time to time by Resolution of City
Council.
Each year as part of the budget process Departments review their fee- based services and evaluate
these fees based upon the cost to provide the program/ service and comparison of our rates to
surrounding localities. Recommendations for fee adjustment are based upon this information.
DISCUSSION:
Attached hereto is a detailed listing of City Services and Programs with existing and proposed rates
known as the City' s Comprehensive Fee Schedule. Staff will not attempt to review every change
but merely identify major changes and the corresponding page number in the fee schedule as a
reference.
Community Development Services
Pages 1, 2 & 3 - In order to keep permit fees consistent with costs and to prevent unexpected
increases that would negatively affect the construction industry, CDS staff has proposed the 2. 5%
increase to lessen the impact on developers.
Page 5 - Developments of Regional Impact ( DRI' s) are developments that because of their
character, magnitude, or location would have a substantial effect upon the health, safety or welfare
of citizens of more than one county. The process of reviewing a proposed DRI's, Application for
Development Approval ( ADA) is specified in Chapter 380. 06, Florida Statutes. The process
includes review by the local government and coordination by the West Florida Regional Planning
Council with oversight provided by the Florida Department of Community Affairs. The process
typically requires a minimum of 6- 7 months and often more than a year to complete. The process

place, Pirates' Bay. While the City is presently nearing build-out there is the possibility
annexation could bring such a large project and there are also Downtown DRI' s and Area-wide
DRI's that could occur. The City has never had a filing fee for such projects probably because only
one has occurred. However, should such a project be fued they are staff intensive. Staff

1, 500 processing fee, plus fees for Subdivision or Major Development, plus expenses. Okaloosa
County charges a $ 1, 000 filing fee, with no deposit identified.
Page 5 - Review of a Proposed Substantial Deviation to a Previously Approved Development of
Regional Impact (DRI). This process also has similar requirements to the DR! /ADA process.
This process usually takes several months and the staff requirement is similar to' a major
comprehensive plan amendment. The City has one existing DRI that has required several revised
development orders since 1990 and we are anticipating another. Staff recommends adding a filing
fee of $1, 000; with a deposit of $700. This compares to Okaloosa County, who charge $ 1, 000
filing fee, again, with no deposit identified. Additionally, the fees for Development Agreement
pplication or Modification have been included, which had been inadvertendy left out of previous
lssues.
Page 6 - In addition, CDS staff proposes a $ 100 filing fee for Development Review Committee
DRC) review for all new development. Single family, duplex, and minor remodeling would be
exempt from the fee. Minor remodeling would include rehabilitation that is equal to or less than
50% of the assessed value of the building. CUIrendy Okaloosa County charges a $ 150 flat fee for
said review and additional charges per unit ($10) and for sites in excess of 10, 000 square feet ($ 10
per additional 1 000 sq. ft.).
Parks and Recreation
Pages 7 and 10 - Staff is requesting an increase in fees for the Municipal Auditorium, Liza Jackson
Pavilions, Softball Complex Pavilion, Athletic Fields, and the Library Meeting Room. T}: ris
increase is requested to offset the increase in electricity costs to provide these lighted facilities.
Police Department
Page 13 - The fees for Wrecker Services were adopted in Resolution 2003- 12 on August 12, 2003,
and are now incorporated into the Comprehensive Fee Schedule.
Public Works Department
Page 15 - The fees for Private Lift Station registrations and late fees were adopted in Resolution
2003- 23, and are now incorporated into the Comprehensive Fee Schedule.
Fire Department
Pages 23 and 24 - The Fire Department is authorized by Florida State Statutes to recover costs
associated with the mitigation and conttol of all hazardous materials incidents to include building
fires and automobile accidents. The CUIrent policy of cost recovery has been with the department
for many years and basically consists of two standard fees; a flat rate of $150. 00 for Motor Vehicle
Accidents and $ 500. 00 for Structure Fires. Many sUIrounding jurisdictions, Ocean City/ Wright
and Florosa Fire District, to name a few, have moved from the flat fee concept to billing for
equipment actually used at the incident. This provides for an accUIate bill for services rendered
and it allows the City to better recover the costs of providing the services.
It should be noted that most home owner' s insUIance limits the loss for fire suppression services to
500. However, commercial structure fues do not have a cap and most, if not all, of OUI
typically
