foot radius for public notification by the
FDEP
Deed for the upland property ( this deed establishes the City' s riparian right to
access and utilize the submerged lands)
In additionJo the-8b requirements by the FDEP, staff expects similar, and in some
. ove
cases more stringent, requirements from the U. S. Army Corps of Engineers ( Corps).
While
the FDEP restricts projects of this nature based on expected environmental impact, the Corps
restricts projects based on their expected impact to navigation channels. The proposed
marina under consideration closely approaches the 100- foot buffer from the main channel of
Santa Rosa Sound. Staff will need to gain Corps concurrence before proceeding with the
pennitting element of this project.
CONCLUSION:
Prior to beginning the pennitting process for this facility, staff must first develop a
Request for Proposal (RFP) which outlines the required elements described above.
Developing a RFP at this time will be accomplished at the Staff level and does not require
additional funding. After:development of the RFP, the project will be bid out in order to
solicit quotes from qualifietFengineering finns which specialize in this type of service. Staff
estimates the following costs for specific elements of the project:
Hydrographic Study $ 5, 000
Boundary Survey of Submerged Lands Lease Area $ 1, 000
Water Quality Testing $ 5, 000 to 10, 000
Based on the above infonnation, the feasibility study/pennitting phase of the project will
likely cost between $ 10, 000 and $20, 000 depending on the scope of services specified in the
RFP. However, the overall cost may change depending on the level of competition and
degree of interest among engineering finns.
Should Council agree to proceed, Staff will short- list the interested finns and present
this list, in ranked order, for Council approval at a later date. This element ofthe. project
must be completed prior to seeking approval from the Governor and Cabinet. Once all
preliminary approvals are received, Staff w'ill request Council approval for the final d~ ign
element of the project.
RECOMMENDATION:
Staff recommends City Council approval to begin the Request for Proposals ( RFP)
to perfonn a feasibility study for a
process to secure a qualified, competent engineering finn
new 50- slip marina to be located at the City of Fort Walton Beach Landing property. If
approved, Staff will provide a short- list of ranked finns for Council review at a later date.
