Request to Reallocate FY 2015- 16 CDBG Funding
I Staff received a request from Community Solutions of the Emerald Coast, Inc. to reallocate
17, 500. 00 of the FY 2015- 16 CDBG funds awarded to One Hopeful Place to Gregg Chapel
AME HVAC improvements.
Tim Bolduc, Engineering/ Utilities Director, explained the process of allocating funds through the
Community Development Block Grant Program, including submission of applications from
individuals and organizations, public meetings, and recommendation( s) by the Citizens Advisory
Committee ( CAC). Mr. Bolduc continued that the Annual Action Plan recommended by the
CAC for CDBG funding was approved by Council at the meeting of June 23, 2015.
At the June 23, 2015 meeting, a request was made by Gregg Chapel AME that a portion of the
CDBG funding ($ 17, 500) from one of the other recommended programs be reallocated to the
Life Center of Gregg Chapel. On August 12, 2015, Mr. Bolduc reported that a request was
received from Community Solutions of the Emerald Coast, Inc., the representative of One
Hopeful Place, to reallocate $ 17, 500 of their grant award to the Life Center of Gregg Chapel.
This request allows two options from Council: 1) take no action and allow the FY 2015- 16
CDBG Annual Action Plan to allocate funding as recommended by the CAC and approved by
Council on June 23, 2015; or 2)
accept the request from Community Solutions to reallocate
17, 500 of its FY 2015- 16 CDBG funding for One Hopeful Place, and allow Staff to reopen the
application process for the available funding to comply with the Citizen Participation Plan ( CPP)
and the substantial amendment process utilized by the City since the adoption of the CPP.
Rev. Cecil Williams of Gregg Chapel AME Church requested that the funding in the amount of
17, 000 be reallocated, as he did at the meeting of June 23, 2015. Rev. Williams stated he was

under the impression that a letter from Community Solutions would be sufficient in the
reallocation of the funds and was not aware of the process; however, he stated he would be
willing to reapply for the funding under the process.
Council Member Rynearson recommended to leave the allocation as is and to take no further
action. He discussed the importance of keeping the issue of homelessness alive at the state level
and that it would not be a good idea to take away funding that was approved.
Consensus of Council was to take no further action on the request.
