is a problem, the CRA has approved it and the MPB has not seen the project. 46 11- 16- 04 CRA COMPOSITION cont. Mr. Hugli pointed out the MPB is required to review the Land Development Code every year, they are required to amend it once a year and may do a minor amendment twice a year; it is the MPB' s responsibility and the state law requires them to do that. Mrs. Wilson mentioned her wish to place a moratorium on future projects until the MPB has an opportunity to review the land use along the waterfront because of a project ( Persidio) that was approved that is in conflict with the military. ..... Mr. Hugli stated the Air Force did not object to that project because it was next to 200 West and was in a one degree ban on the radar and 200 West already existed, and the Board had no choice but to approve that construction. _ RECESS The meeting recessed at 8:40 p. m. RECONVENE The meeting reconvened at 8: 50 p. m. CRA BOUNDARY Power point presentation on the boundary of the Community Redevelopment Agency. The CDS Director gave a power point presentation on the boundary of the Community Redevelopment Agency which included the history of the CRA boundaries between 1977 and 1998, the west CRA study area today, the existing land use in the west CRA study area, the existing land value to building value ratio in the west CRA study area, projects completed in the west CRA study area, the City/ CRAlPrivate projects planned for the west CRA study area, the Santa Rosa Sound Boardwalk and the Presidio Condominium, the Municipal Auditorium, conditions that meet CRA criteria today, the 1998 CRA Plan and 2000 Urban Master Plan recommendations for the West Miracle Strip Parkway neighborhood, the financial impact of the West CRA study area which showed the CRA taxable values from 1999 to present and the taxable values for the west CRA vs. the entire CRA, the west CRA 2004 ad Valorem tax values, the western portion projected ad Valorem revenue, the ongoing CRA CIP projects with annual costs for 2004/ 05, the annual administrative, operating and maintenance costs for 2004/05, the 5 year major Capital Improvement Projects within the CRA needing TIF funds, and a focus on the future for new development that preserves the natural and historic aspects of the community. Mr. Anderson expressed his opinion, based on the presentation, that they should not remove the west end from the CRA. Mr. Tucker expressed he still wants his taxes to go into the City general fund but since he has seen a redirection of the effort of the CRA to the areas that benefit both City residents and county residents, he does not feel the same vitality about that issue. AIt. Mr. Hugli mentioned under state law the CRA is a time limited function and expressed his concern that it be used as a crutch for funding projects. He mentioned the need to look at the long range plan on how to develop the City then figure out how to finance it, and expressed his thoughts it should be looked at from what the citizens should pay for if they want it. He expressed his opinion if something no longer meets the definition of blighted, it should be removed. Chris Gibson, CRA member, on the question about how a citizen who lives outside the CRA area benefits from infrastructure improvements made within the CRA area, mentioned if it were not for the added sidewalks and the resurfaced roadways, it would be hard for disabled individuals in a wheelchair to get around. She spoke in favor of continuing to improve the residential areas by concentrating on more sidewalks to all commercial areas, which would increase commercial sales. 11- 16- 04 47 CRA BOUNDARY cont. Ms. Gibson mentioned that the CRA has addressed the issues of the parking problem, the slum areas, and the development of condos that will end up as a slum, and noted they need architectural guidelines and impact fees that will meet all the cost of a development. She also mentioned the City should start getting their moneys worth from the County and the need to get the County to do its job and provide enough EMS service and police service. i Bill Garvie, CRA member, expressed appreciation for Mr. Tucker' s feeling about taking his property I out of the CRA, then mentioned the taxes on his own property within the CRA increased after it was redevelopment, and the taxes he pays comes back from the County and goes back into the L City to increase the TIF so that money can now be used for the blighted areas.
