CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: March 20, 2007
TO: Joyce Shanahan, City Manager
FROM: Mark Wiltsie, Human Resources Director
SUBJECT: Recognition/Acknowledgement Petition to the Public Employees'
Relations Committee ( PERC).
BACKGROUND:
On January 25, 2007 the City received a letter from IAFF Local 2601 President, Shannon
Stone requesting that the City agree to recognize Battalion Chiefs as a separate
and
bargaining unit for the purpose of negotiating wages, benefits, and other tenns
conditions of employment.
Recently, the City received a recognition/acknowledgement petition executed by IAFF
Local 2601 which is the document required for PERC to rule on the appropriateness of
having our three ( 3) Battalion Chiefs as a separate supervisory bargaining unit. IAFF
Local 2601 also provided signatures of the three ( 3) Battalion Chiefs which provides for
their support for inclusion in the proposed bargaining unit.
DISCUSSION:
In both written and verbal communication with IAFF Local 2601 President Stone, the
of the
City affinned its support of the petition. As the petition requires the signatures
document
employer' s representative, it is necessary that the City Manager execute this
prior to it being submitted to PERC.
RECOMMENDATION:
Based on the above, I respectfully request City Council authorize the City Manager to
execute the attached petition as the official employer representative in this matter.
Respectfully submitted,
Mark Wiltsie, uman Resources Director
