BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Insituform Technologies Change Order #3 DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: Approve Change Order #3 to add additional scope of work for rehabilitation of gravity sewer lines throughout OCWS’ service areas (through a phased maintenance contract). For your review, attached is the Change Order #3 Form and Change Order #3 Summary. BACKGROUND: An annual maintenance contract with a two-year initial contract period for the rehabilitation of gravity sewer lines was awarded on May 24, 2012. The contract language allowed for a two year renewal, which was executed by both parties in 2014. The initial phase, which included the rehabilitation of the main transmission lines along Santa Rosa Blvd. on Okaloosa Island was completed during the summer of 2012. OCWS staff was satisfied with the quality of work performed on the original phase and added to the contract. The next phase, adding scope of work with Change Order #1 (for $193,820.00), consisted of pre-rehabilitation cleaning and CCTV video inspection of an additional 45,000+ LF of gravity sewer previously identified as problematic, primarily on the Island and in the Ocean City/Wright areas. In addition, the rehabilitation of two heavily corroded cast iron pipe gravity sewer lines (one under Eglin Parkway in Shalimar) was included in this phase. Most of the work in this phase has been completed. Upon completion of the majority of work in Change Order #1, the next phase of the project will be the repair by either point repair or complete relining of problematic sections of pipe. The costs for the expected repairs in the area inspected in Change Order #1 were added to the contract in Change Order #2 with an amount of $636,408.73. Simultaneously, the contract was renewed for an additional two years, as outlined in the original contract. Change Order #3 will facilitate the cleaning, inspection of an additional 30,000+ LF of deteriorated gravity sewer, and relining of problematic lines as discovered during the inspection phase. This proposed change order for $975,376.13 will allow a large amount of aging gravity sewer to be cleaned, inspected, and rehabilitated throughout the system, primarily in our Garniers Service Area. By rehabilitating gravity sewer lines and manholes, several things are accomplished: 1) adds a significant amount of useful life to the infrastructure, 2) reduces infiltration and inflow into the system (less wastewater we have to treat) and 3) minimizes the risk of system buildup, blockages (because roots won't be infiltrating joints every 4 feet), and sewer spills. In OCWS' 2015 budget, the following dollars are available for gravity sewer rehabilitation: 1) $450,000 from state appropriation (via FDEP grant agreement), 2) $510,423 allocated from the 2012 bank loan, and 3) $500,000 in the CIP (cash/rate model). The contract was awarded to Insituform Technologies, LLC. of Chesterfield, MO. in the amount of $288,383.00 in May 2012. With Change Order #1 and Change Order #2 executed, the present contract price is $1,118,611.73. Change Order #3 for $975,376.13 will increase the total contract amount to $2,093,987.86. Although this is called a "change order", no changes are being made to the contract terms and conditions or unit prices. This change order simply adds scope/quantities, as was originally intended for the phased portions of this mission critical work to address major issues related to aging sanitary sewer collection system infrastructure. OPTIONS: Approve or deny. RECOMMENDATION: OCWS requests BCC approval to authorize the Chairman to execute the Change Order #3 to Contract # C12-1955-WS with Insituform Technologies LLC, adding $975,376.13 in scope of work for the rehabilitation of gravity sewer (through a phased maintenance contract).
