WHEREAS, the City of Fort Walton Beach is coming to the end of its fiscal year and will begin a new fiscal year on October 1, 2004; and WHEREAS, it is necessary and required that prior to beginning a new fiscal year a budget should be passed and adopted for the operation of the City government; and WHEREAS, the City Council has held numerous workshops and the required public hearings on a budget for the fiscal year beginning October 1, 2004 and ending September 30, 2005. WHEREAS, there is hereby established a tax at the rate of 4.9700 mills on property assessed as of January 1, 2004 for the purpose of raising revenue for General Fund Operations. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA: 1. That the documents entitled "City of Fort Walton Beach, Florida Budget FY 2004- 2005” (Comprehensive, Capital Improvements Program and Operational Budgets), dated September 3, 2004, comprise the total amount of $30,341,823 for all funds reported. The budget is being presented as a balanced budget whereby there are sufficient revenues to offset all estimated expenditures or expenses. All budget appropriations are based upon the total expenditure and/or expenses even though the budget has been prepared based on line items, and summarized to a categorical level. This action will not change the total dollar amount of the budget. The City Council during fiscal year 2004-2005 may, by Resolution, make any amendments to the Budget adopted by this Ordinance, as it may deem necessary and proper. 6. All Budget Amendments requesting additional expenditures or expenses must also identify the corresponding funding source. 7. Debt service for the General Fund and Capital Projects fund will be paid from operating revenues and/or transfers from the Debt Service Fund. Debt Service for the Utilities, Sanitation, and Golf Enterprise Funds will be paid from operating revenues from these Enterprise Funds. 8. Cash Balance Reserves shall be carried forward for prior year encumbrances and re- appropriate open purchase orders in the amount of approximately $989,223, which will be paid from revenues collected in FY 2004-05. 10. This ordinance shall become effective on and after October 1, 2004. sworn dgMhenber 32 MOY MAYOR: A GLOVE APPROVED AS TO FORM AND LEGAL SUFFICIENCY: Airy dQ Sa? __ TONI CRAIG TEAICQITY ATTORNEY DISPOSY: c Finan Tok Mun Code | Page 2 ( e-mal) WY 95:2 POOZ/ZZ/6 PasiAel Ise] G{wG0-F0 0} 70-0 JeACKUeD SouBIqUINOUS Jepo aseyaind\sieAcKueD Od-sserokued yoHpng\go-p0 yabpngysoueul\.d by €z2‘686$ OP ees'z9C$ LO'OGL'LSE LS | FIEIOL 00'06¢'2z$ LGE9-PES-ZEPS-COb|00 0086S 00'0$ 00°008'61L$ sjuaWisAoiduu! pseA UOHEULS suey y8e1g WwNO| | oO ‘bay LGE9-PES-ZEPS-CO|00 0697S 00°0$ 00°06S‘z$ s}UsWeAciduu pied UOHEHURS aya1NUD UOYeAA HOS] | 70 “6Ny} |OLrEer 91 G6L'68e$ 00€9-SES-P2rG-LOr|0G 86r FHS 00'0$¢ 0S 86r' brs "ba seauq Aouanbal+ suuayshs [0U0D| | 0 des] |zerer L89r-CES-OLE1-L07}00'000'6$ 00°0$ 00°000'6$ sue] Jaye, 0} sueday Old YUeL| | 40 ‘}das] |/erer G9C9-GES-LZPS-bO|00°817'09$ 00°€90'S6$ 00'b8r'SS1$ Jaye Aq asnay song “bug Bupaauibuz aiqe4 10 Jew] [2222 00E9-CES-F/ES-L0r|00°SE2'96$ 00'0$ 00'°SGE2‘'96$ SUL} JOJE A JUled Old YUBL po ine] [geezer 00S9-EES-GS0S-LOF|0S 781 ‘POs 0S 20S‘1-Z$ 00'069'S/z$ abes0}S yeas] 8 1B}EMA OO Guneauibuy esqe4| | 00 ‘q2e4| jOZ8zz L9E9-GES-ZEOS-LOP|Z6LLS'PS$ 00°0$ Z6 LLG S$ Bulut] edi 4aMeg "yoo! did BpUuNad| | vo ABW] |ZEzZZPr L9E9-GES-ZE0S-LOF| Pc 6B 6S$ 00'0$ re 6r9'6s$ Buury adig 4amaS yoa| adi P punoint | ¢o ‘bny! |zg98¢ LSE9-L¥S-Z90S-016}00'0S2'1$ 00°000'/$ 00°0S2'8$ ‘IAG BunaeulbuR - any $840}1S Bunaauibuy mepoyd| | vo ‘AeW| |S00cr OL 299'°GOL$ 9079-2/S-ZSES-601 00 ESS 00'0$ 00 Pest $]S01 WIE 19]U89 uOIBUUOD JeNUOD] | $0 JES} [EO9Er OLE9-2SS-S8rS-601]00'6Zr'89$ 00'0$ 00°6zr'89$ eze|q Aueiqry| | Guideospue] eagnoexaj | yo ‘Sny| |psrer 9G€9-ZSS-88hS-601|00 00l'ZE$ 00°622'LZ$ 00'6z8'es$ ong Hupeeulbuz-6uynybrq uy63 “20SSY [19d IPIWYOS 70 ‘idy} |p6sly €GE9-ZSS-GGES-6OL OL ¥09'r$ 06'€E2'7z$ o0'ses‘9c$ SYIEMAPIS VUO ‘ysuog sakey Ajayag] | +o ‘Bny| [Sezer GL Lec‘ OZb$ 6E6h-61S-00GL-L00/00 P8Es 00'0$ oo res syuelg ubis dio syonpoig woysng| | 70 ‘bny| |pzoer 6€6b-61S-00GL-L00] Pe 6S1' L$ 00'0$ ve'6SL'LS sjevayew ubiS Auedwio9 wc} | 0 ‘Sny| |ezaer ZOCS-ELS-O0F}-L00|SS rr9$ 00°0$ GS rr9$ BuIAfeUS diog yoe|-oooy| | ¥0 ‘Bny| | LScer 00ZS-€1S-00F1-100| F8'° SLES 00°0$ pe'Sle$ soxoq 36810}S yodeq ssyjo] | 70 ny] |Seser 0S9¢-22S-000!-100/00°ZE0'L$ 00'0$ 00'/E0'F$ $]UaUCdWOd [e91N3}98/4 oyoe/5 deqgke19} | pO ‘bny] icLser OOPE-Z2S-0001-1.00/00'008'L$ 00'0¢ 00°008'1$ RAINS Piety WelWIV “HO sayeloossy aipueyuegd] | pO Bny] |PLeer OL€9-Z/S-ZF1S-100}00'000'S$ 00'0G0'S$ 00'°000‘01$ ubisaq twunuoypny] [| soueuopeg esoojeyO] | v0 ‘Bny| | L6es7r 00€9-1PS-F11+S-L00]00'000'8z$ 00°0$ 00°000'8z$ Buyddeyy SID Aunog esogjexo|[ | 70 “Bny| j9Zrer LZp9-ZLS-P21-S-100|00°2Z6'9$ 00'0$ 00°226'9$ aleMyOS IOOW] | vO “HnY} |oLber LOES-61S-0E71-1.00}00 9S 00°0$ 00°9S¢¢ ${0.jU09 jeUBIs Syed | gjoquog ayjoucsg] | 0 “‘Bny| joocer 029¢-61S-0€71-100|00°FZ8'L$ 00°0$ 00° hZ3'1$ sfoujuod jeubls o4je4 | g]oyjuoD ayjouces| | oO ‘ny| |ooeer vOV9-C7S-8E1S-100/00' 876 66c$ 00°0$ 00°8r6'662$ yond | e4i4 smeseddy oii yequns} | 70 Je] |sScLr ZOV9-ZZ9-99Gh-L00[ Zr Se2'ecl$ 00'0$ AM TAMAAS) "ydaq S14 - SYR JV AyayeS Wiy-Old vo unr] |LZ¢cr 70/2z/6 Bujeay jounog GO-P007 Ad 9} 7O-E00Z Ad WO} SAONVUSWNONA CITY OF FORT WALTON BEACH FY 2004-05 Budget Carry-Overs Council Meeting 9/22/04 Finance Dept Account # CIP # Project Name Approved City Clerk 001-8124-512-6997 5124 LaserFiche Project 15,789 Fire 001-8070-522-6997 5070 Fire Equipment - EMT 25,000 Fire 001-8138-522-6997 5138 Fire Equipment for new truck 65,000 Parks & Rec 001-8097-572-6997 5097 Sound Property Development 49,049 Parks & Rec 001-8142-572-6997 5142 Auditorium Improvements 13,635 Parks & Rec 001-8145-572-6997 5145 Softball Complex Land Acquisition 3,385 CDS 001-8211-524-6997 5211 Neighborhood Planning 25,012 Streets 001-8019-541-6997 5019 Storm Drainage Rehab 90,619 Streets 001-8297-541-6997 5297 Stormwater Outfall Pipe Replacement - Sudduth Circle 17,910 Streets 001-8300-541-6997 5300 ADA Sidewalk Improvements - Citywide 15,000 Streets 001-8306-541-6997 5306 Sidewalk Improvement Program - (on-going program) 24,128 Streets 001-8309-541-6997 5309 Residential Speed Table - Citywide - (on-going program) 5,574 ROW 001-8075-541-6997 5075 Medians Improvement Program (on-going program) 37,422 ROW 001-8313-541-6997 5313 Lewis Turner Median Landscaping 9,398 ROW 001-8126-541-6997 5126 Urban Forestry Grant 30,094 Cemetery 001-8323-539-6997 5323 Cemetery-Connection to Reuse Line 22,000 Cemetery 001-8325-539-6997 5325 Cemetery-Fencing at Beal and Brooks 28,000 Non.
