ACTION -DIRECTION -DISCUSSION - PAWS - Contract Renewal The City Manager advised discussion on the PAWS contract was postponed from the last meeting and that representatives from PAWS are present to answer question from Council. Mr. Mead expressed his concerns that City residents are paying for the animal control service through their county taxes and City taxes and receiving the same service as residents of unincorporated area of the county. Dee Thompson, Director of PAWS, informed the annual amounts for PAWS are based on a per capita division of costs among local governments which contracts for PAWS' services, and that the contracts for cities are different depending on their population and number of calls. Ms. Thompson explained the county pays their portion of the unincorporated area and the City pays their portion per population. Discussion included that daytime calls from the City total about 790 daytime calls with 600 calls for animal pickups; that there are nine certified officers on call at any time to respond to calls; and that there are 14 total animal control employees, one of who is a vetenarian. Mr. Mead moved to extend the contract for PAWS for four months beginning October 1, 2013, in an amount in proportion of the $ 82, 710 proposed for 12 months. Motion died for lack of a second.
