CONT. ) Fort Walton Beach is subject to a second and final public
hearing that will be held at city Hall Council Chambers at
7: 00 p. m. on Tuesday, September 24, 1996.
ORD. 1317 AN ORDINANCE OF THE CITY OF FORT WALTON BEACH MAKING
BUDGET FY 96/ 97 APPROPRIATIONS FOR CERTAIN EXPENDITURES, EXPENSES, CAPITAL
IMPROVEMENTS AND CERTAIN INDEBTEDNESS OF THE CITY OF FORT
WALTON BEACH, FLORIDA, FOR THE YEAR BEGINNING OCTOBER 1,
1996 AND ENDING SEPTEMBER 30, 1997, AND PROVIDING FOR AN
EFFECTIVE DATE.
The City Attorney read the ordinance by title only.
The Mayor announced the public hearing relating to the
proposed budget for fiscal year 1996/ 97. He asked if anyone
from the public wished to comment.
Bruce Sells, 33 Pryor Road, recounted how the assessed value
of his property has steadily increased over the years. The
Mayor advised Mr. Sells the
City has no jurisdiction over
setting the assessed value of property and recommended he
contact the county Appraiser to speak with him.
As no one else from the public wished to speak, the public
hearing was closed.
The Mayor opened the floor for discussion by Council.
Council wished to re- addressed the monies allocated to the
EDC and to PAWS, and consider contributing $ 1. 00 per capital
to the EDC and $ 1. 00 or same amount as the County
contributes to PAWS.
The City Manager explained once the budget is adopted and
the County amount was finalized, the City go can to back
PAWS to re- address that issue and just because there is
money in the budget does not mean the City would pay a
disproportionate share.
Hr. Murtha moved to reduce the subsidy to the EDC from
25, 000. 00 to $ 10, 000. 00. Motion was seconded by Ms. Gibson.
Jim Breitenfeld, Executive Director, EDC, responded that the
County has been on a sliding census scale. He said Fort
Walton Beach is their major emphasis where they spend a
great deal of time.
Council recalled the promise from the EDC last year for a
presentation before Council at least twice a year which
never occurred and expressed the desire for something
concrete that the EDC will deliver next year. Mr.
Breitenfeld stated proposed
they working
submitted a
agreement between City that will provide the
the EDC and the
EDC with a level of accountability. The City Manager
recalled Council discussing not releasing the monies to the
EDC until the City had an agreement in hand. He said
Council has to approve that Agreement and it will be placed
on the next agenda.

ORD. 1317 ( CONT.) Mr. Breitenfeld said the City pays on a quarterly basis and
suggested that the City can make the payment at the end of
the quarter and have it contingent upon a written report
and, in fact, hold payment until the EDC comes and hands
Council a written report.
The Mayor called for the vote on the motion to reduce the
subsidy to the EDC from $ 25, 000 to $ 10, 000 and it failed by
vote of 1 to 6 with Murtha in favor, and Carnathan,

a
Campbell, Watson, Gibson, Covey, and Wyninegar opposed.
Mr. Watson moved that the same restrictions be placed on
PAWS to submit a quarterly report before any funds are
released. Motion died for lack of a second.
The City Attorney suggested that there is a contract with
PAWS and Council may not impose unilateral requirements, but
it may be something to submit when it is time to renew the
contract.
The City Manager pointed out there is one change to the
budget document where they had to indicate more ad valorem
revenue than was indicated and conversely decreases the
amount taken out of the fund balance to balance the general
fund.
The Mayor for the vote on the motion to adopt Ord.
called
1317 on reading and it carried by a vote of 6 to 1,
first
with Carnathan, Campbell, Watson, Covey, Murtha, and
Wyninegar in favor, and Gibson opposed.
The Mayor announced the next public hearing on the budget
will be Tuesday, September 24th at 7: 00 p. m. He also
announced he will be out of town for that meeting.
The City Manager announced the Finance Director will also be
absent from the next meeting.
