BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: 2016 County Priorities List DEPARTMENT: County Administrator BCC DISTRICT: All STATEMENT OF ISSUE: Staff Request Board discussion and approval of recommended priorities for 2016. BACKGROUND: In preparation for the coming year, staff has drafted a recommended list of priorities to focus BCC department action toward specific, measurable goals for 2016. Included in this list are the following actions: 1. Crestview Courthouse construction project a. Secure finance package for additional costs b. Identify recurring revenue to mitigate debt increase c. Break ground at site for new Courthouse by July 1, 2016 2. Improve efficiency of Code Enforcement, Permitting, and Inspection a. Appoint a committee to recommend efficiency improvements 3. Develop and execute plan for portions of old FWB hospital 4. Continue to implement Compliance and Financial Oversight measures a. Support auditors’ improvement recommendations for internal controls b. Increase management staffing, implement process improvements, and evaluate staffing levels to reduce fraud risk 5. County facilities and property a. Complete evaluation of County property assets; including property characteristics b. Develop criteria for a needs assessment, prioritized list, and ranking of real property for the County & Constitutional Officers’ long term planning needs 6. Update the jail master plan a. Identify resources needed, to include financial considerations and options, to meet current and future housing demands 7. Infrastructure improvements  a. Commence RESTORE stormwater projects b. Begin construction of Fairchild Road “dirt to pave” project RECOMMENDATION: Staff recommends Board approval of recommended priorities for 2016.
