Ordinance 1884 Cold Weather Shelter Program
AN ORDINANCE OF THE CITY OF FORT WALTON BEACH, FLORIDA, AMENDING
CHAPTER 5, HEALTH AND SANITATION, OF THE CODE OF ORDINANCES IN ORDER
TO ESTABLISH A PERMIT REQUIREMENT FOR THE COLD WEATHER SHELTER
PROGRAM; AND PROVIDING AN EFFECTIVE DATE.
The City Attorney read Ordinance 1884 by title.
Tim Bolduc, Engineering/ Utilities Services Director, discussed the Cold Weather Shelter
Program operated by numerous churches in the City and noted that with the growth of the
program, the City has received concerns from individuals regarding the safety of the individuals
participating in the program, as well as the appropriateness of the facilities used.
After meeting with the churches and the City's building official and fire marshal, it was
determined the best way to insure safety was to develop a permitting program. The requirements
for the permitting program have been coordinated with the churches and Staff has begun
inspections of the facilities to develop a list of required improvements, occupancy, etc.
Appropriate facility staff will be trained to comply with the permit requirements and for the
initial inspections and permits, there will be no fee.
Pastor Roger Peadro, First Christian Church, discussed concern regarding the lack of adequate
space in area facilities to provide shelter and suggested working toward a permanent facility to
meet the needs of the community.
Debra Riley -Broadnex, community volunteer for the Front Porch community, stated she supports
the cold night shelters; however, she stressed that if any permanent locations for a shelter are
discussed at any time in the future, she does not want the school in the Lovejoy area considered
as a permanent location.
Sandra Atkinson, business owner in the city, stated she does not feel the government should be
involved in regulating how churches operate their charitable events.
Valerie Wenzel, representing the downtown merchants, stated that the churches and other
organizations encourage the actions of vagrants in the city by providing free handouts and
shelter, and suggested the organizations provide counseling and encourage community service
activities among vagrants if they want to continue receiving the services offered.
