HISTORIC DOWNTOWN UPDATE
Ted Corcoran, President of the Chamber of Commerce, advised that the downtown merchants have
form~d a networking process to promote the downtown area. He informed the merchants are wOrking
closely with the City staff during monthly meetings, and that the area is now officia1ly known as the
Historic Downtown Area. Promotional activities include running ads in the Daily News, spotlighting
the historic area in tourist publications, and touting the area as a destination for tourists.
Mr. Corcoran expressed the excitement of the Chamber and the downtown merchants in the positive
response to this promotional effort, specifically during the Billy Bowlegs activities. .
APPROVAL OF BY- LAWS ANI? CRA RULES AND PROCEDURES
The Chairman asked if there were any questions or discussion from the Board regarding these two
documents.
Mr. Rettie questioned Sec. 4. 3 ( 4) of the By~Laws regarding that an item not on the agenda may be
considered for discussion with the approval of five commissioners. The Chairman explained that any
one individual can bring an item up for discussion that is not on the agenda, but it must be agreed by
five of the commissioners that the item be discussed.
Mr. Kennedy requested that both the By- Laws and the Rules of Procedure include the verbiage of
Section 12.45. 01, Application and Purposes, which defines blight.
the City Attorney advised that Section 12. 45. 01 be provided as an attachment as it is very extensive
and would add at least three pages to the By- Laws.
Mr. Rettie suggested that Section 4. 3 ( 5), Agenda, of the By- Laws be changed to include aU items on
the agenda be accompanied by supporting data, not just site plans reviews.
Mr. Rettie moved to delete the words ' Site plan review' from Section 4. 3 ( 5), Agenda, of the By Laws,
to read ' Items on the agenda shall be accompanied by supporting date. . . . '. Mr. Bobo seconded
motion.
Ms. McKim advised this would be the difficulty in providing backup with every item on the agenda, and
pointed out that back up i~ riot always available to Staff, and cited the power point presentation given
earlier by Mr. Corcoran. She also advised that many of the items on the agenda are for discussion or
information and have no backup, and not to include them on the agenda would prevent the Board
from discussing them.
Mr. Kennedy stated his opinion that Staff provides adequate backup information for the Board to
consider does not feel that any changes need to be made.
