Commissioners received one (1) responsive bid for the project.
The project was bid with a Total Base Bid (Items 1-4) and two (2) Optional Cost Item
(Item 5-6). The Total Base Bid included work associated with the rehabilitation of the
existing electrical manholes, including dewatering of each structure; applying a
waterproof exterior coating; replacement of identified damaged conduits and cables;
install high level floats and monitoring wiring. The Optional Cost included the
additional cost to replace the existing interior sump pumps and piping in each of the
structures (Item 5) and the deductive cost to change the structure waterproof coating
to an interior application (Item 6).
Bill Smith Electric, Inc. was the lowest bidder meeting all the qualification
requirements specified in the contract documents and provided supporting
qualification documentation. Bill Smith Electric will be subcontracting the interior
coating of the manholes to Slaughter Construction Co. (SprayRog applicator).
Pursuant to the bids received for the above referenced project, Constantine
Engineering, Inc. recommends that the Board of County Commissioners, Okaloosa
County, Florida, award this project to the Bill Smith Electric, Inc. the lowest and
most responsive base bid (Items 1-4) for a lump sum of $280,636.00, additive
alternate (Item 5) in the amount of $10,995.00 and deductive alternative (Item 6) in
the amount of $90,424.00 for a total contract amount of $201,207.00. Substantial
completion for the work is 90 days from receipt of Notice to Proceed.
