Russell Stephenson WRF Electrical Manhole Rehabilitation Project Background narrative The Russell Stephenson Water reclamation Facility is a 1.0 Million gallons per day wastewater treatment facility located at 3182 Hwy 98 West County. The plant was commissioned in 1989 to handle domestic wastewater from the West Okaloosa County franchise area. Over the 20 plus years the facility has been in operation, the electrical manholes, located below ground level, have been infiltrated with ground water, in turn causing corrosion to the electrical conduits and other appurtenances related to the manholes. For the past several years, moderate equipment malfunctions have been occurring as a direct result of the corroded electrical wires and conduits located within the manholes. Rehabilitation of the manholes includes, but is not limited to; unearthing the three electrical manholes on the plant grounds; grouting and sealing any voids and cracks to the concrete; replacing and/or repairing all damaged electrical wiring and conduits; upgrading the submersible pumps for dewatering and installing a “high level” monitoring system. Rehabilitation of these electrical manholes is needed to avert any future equipment malfunction. SECTION 00300 Russell Stephenson - Electrical Manhole Rehabilitation BID PROPOSAL J. Stephenson WRF- Electrical Manahole Rehab Attachments: LOR WS 03-14 RSWRF elect rehb.pdf Richard, Aging infrastructure continues to be an issue for utilities such as OCWS. Our 1 MGD Russell F. Stephenson Water Reclamation Facility went into operation in 1989. Parts of the plant are beginning to show their age and some are in dire need of repair and rehabilitation. The electrical system manholes are in very bad condition and some are in imminent danger of failure. OCWS staff concurs with the recommendation of our consultants, Constantine Engineering, that the bid for the Russell F. Stephenson WRF Electrical Manhole Rehab project (WS 03-14) be awarded to Bill Smith Electric, Inc., they being the lowest responsive and responsible bidder meeting all of the qualification requirements specified in the bid package. We recommend the award for the base bid (Items 1-4) of a lump sum of $280,636.00, plus the additive alternate (Item 5) in the amount of $10,995.00 and minus the deductive alternative (Item 6) in the amount of $90,424.00 for a total contract amount of $201,207.00. Substantial completion of the work is 90 days from the receipt of the Notice to Proceed. A .pdf file of the recommendation letter from Constantine Engineering is attached to this email. A narrative describing the need for this work has been sent to Purchasing by separate email. Funds are available in the approved FY2014 budget. Budget documentation will be provided by our Financial Manager, Kimberly Kilpatrick by separate email. Please let us know if you have any questions or need anything else from us. Stephenson WRF- Electrical Manahole Rehab Mark and Jeff, Attached is the letter of recommendation from Constantine Engineering for the referenced bid. This letter references the final negotiated price, which includes any agreed upon Optional Cost Items. The proposed work includes performing interior coating of the manhole structures at a reduced cost of approximately $90k from the specified exterior coating. I have talked with OCWS staff on this matter as well as Bill Smith Electric and Slaughter Construction about this application and they have included appropriate measures in the bid to temporarily relocate incoming electrical lines inside the structures, which was a previous concern. All work will be performed and warranted as previously specified, including dewatering during the SprayRoq urethane coating. A hardcopy will be delivered to you as well for your files. Please let me know if you have any questions. Joey G.
