a
LEASE Directors to exercise an option to renew the Focus Center
lease for an additional ten year period as outlined in the
backup report.
The City Manager reported that a staff report contained the
estimated needed repairs for the Center, which included
replacement of electric service wires for $ 500, replacement
of the large air conditioning unit for $ 2, 100 and the
smaller unit at $ 1, 150, parking lot improvements at
15, 000, and bringing the building into compliance with the
Americans with Disabilities Act at an estimated cost of
15, 000. Also clarified was an article that appeared in
the newspaper which indicated the Jr. League was still a
part of the lease. A search of the lease and records found

FOCUS CENTER Mrs. Wyninegar moved to approve the request the
by Focus
LEASE ( CONT) Center Board of Directors to exercise option to renew the
Focus Center lease for an additional 10- year period, at a
cost of $ 1, 000 per year for the duration of the entire
lease period of 14 years, beginning May 24, 1995, with no
other changes in the terms of the lease. Motion was
seconded by Mr. Campbell.
Richard Vajs, 266 Briarwood, expressed the hope that the
Council would not enter into a 14- year lease with the Focus
Center since the property may be developed at a future date.
David deVaux, 348 NW Marie Circle, expressed concern that
the property and building be maintained before a lease
extension is
granted, and wants the Center to be aware that
with the 60- day option they could be out $ 3, 000. 00.
Abner Saucer, 203 NW Girard Avenue, questioned how many
people utilize the Focus Center.
Alexis Tibbets, Chairman of the Board of the Focus Center,
responded that approximately 6, 000 children in grades 2, 4,
and 6 from Okaloosa County utilize the Center each year.
Ms. Tibbets stated that since 1989 the Center has worked
with the City to maintain the building and property.
Discussion ensued on extending the lease for 4 years and
renewing it for another 10 years at that time, or renewing
it for the full 14- years remembering that a 60- day notice
is included in the lease.
Council questioned whether the language in the lease could
be adjusted, and the City Attorney stated it could be
adjusted as necessary.
The Mayor called for the ' qate on the motion and it carried
by a vote of 6 to 1 with Carnathan, Campbell, Watson,
Covey, Murtha, and Wyninegar in favor and Gibson opposed.
Council questioned whether the
City is mandated in bringing
the Focus Center into compliance with the American with
