' Mr. Guidry moved that this ordinance be passed on first reading. Motion seCQndeg by Mr. Brock ahd carried unanimously. There was some question as to the location of the property and to the type of structure now on the property. gentleman indicated there was a The house on the property but they would be using the concrete block 2 car garage on the property for their purposes. He requested Council to waive the read- ing; however, Council indicated a desire to check out the location of the property during the next two weeks to make sure the proposed building would meet the necessary building code. The gentleman noted they had been in business in Pensacola for many years and had no difficulty in complying with codes there. NURSING HOME Mrs. Samuel Smith, Destin, Florida asked what had BUILDING been done about a nursing home. She submitted copies of letters she had written trying to find out about the status of the incompleted nursing home building including a reply from the Hallmark Medical Service stating the facility was under con- tract for sale and hoped that sale would be complete J as of May 1. Mayor McLaughlin said he had intenci1ed to bring this up under new business since he had been falsely accused of heading a committ~ e which he didn' t head asking questions about his heading a committee he didn' t head. He said at the last or a couple of Council Meetings dgO Council formed a committee to investigate the possibility of using the home for medical purposes. 97 Mrs. Smith asked if it was to be a home for aged. Mr. said he made the motion and the minutes Hedrick were not that they reflected his motion and such they were corrected at the next meeting. He said he named a couple of people who were to be on this committee to investigate the possibility of utiliza- tion of the nursing home that had been there over two years-- that be p~ operly utilized and he named 1 those appointed: Dr. Monroe, and the Mr. group Col. McLaughlin was Grubb, not First City Bank; First Baptist Church; Dr. White; Dee Parkton, Chairman of the Board of County Commissioners; to represent notified for the City. He several days. noted Mayor asked Mr. Rigdon to take the Chair and handed him the gavel. Mayor Pro Tern Rigdon assumed the ~ hair and the Mayor took a seat in the audience. Mrs. Smith she had talked to Mr. noted Rigsby who had ~ O, OOO plumbing in place in the incomplete in building. Mr. Rigsby confirmed the amount and told Mrs. Smith he hoped the Philidelphia firm did purchase the facility. Mr. Hedrick said his motion was in good faith; that it had been his hope that the county or city might get some use of the facility. He said he was told at that time it in litigation. was He noted if it were legal since it had been brought up and there was so much confusion started over it, which he thought was not at all necessary, he expected to make a resolution to the effect that a building can' t stand three years without being torn down. He said he. felt this committee were spark plugs and could negotiate something. City Attorney noted he had corresponded with the trustee at the bank handling the bankruptcy and had learned that ' this was in federal court in Tampa and everything would be done there thru jury and it was under the Federal diBtrict judge in Tampa which was putting everything on a rather slow~moving basis. I Mrs. Mayor. Mrs. Smith gave Coker and received said copies she of her correspondence also wrote a letter to Hallmark approximately the same answer, however, to the she had been unable to find her letter. R Mr. McLaughlin, 316 Elliott Road, said he had been involved in this since he was the victim of a most vicious editorial in the local newspaper, because of this and because of a comm~ ttee this council had named; had questioned not only his ability as Mayor but his integrity when it said " we will see who buys this". He said he owned two pieces of ....' property in this town and would continue to own . two and did not intend to buy the nursing home, and wou~ d like this Council to clarify who is chairman of this committee. He said he submitted to them and recommended to them that when it came before this Cduncil, ashe had read to the news- J. ' paperman, the recommendation was that the indivi- duals named, and he named them, and his name was not first, that they serve on a committee and no place in that recommendation did it name the Mayor of Fort Walton Beach as Chairman of that commmttee. He submitted that under parliamentary procedures the first named in a committee is chairman on a committee unless otherwise named, and he asked Council to remove him from this committee because any effectiveness he might have had, had been killed in the questioning, and to name a chairman. Mr. VanBuskirk said this was true, that this was the way the minutes had read and he not only felt like the Mayor was an asset to the committee but was knowledgeable on the committee and would add to the committee. Mr. McLaughlin said he felt he should be removed due to editorial which was printed in the news- the paper and he asked Council to take him off the cdmmittee. MOTION Mr. Brock moved that Council honor Mr. McLaughlin' s request. Motion seconded by ~ r. Schweizer. Mr. Hedrick said he didn' t- know what the minutes reflected but what his intention was and what he did. He said he had full intention of Mr. McLaughlin heading up this commiTtee because he had confidence in his ability and because he was the only person on the committee representing the City of Fort Walton Beach. He said it was his intention and his thought and his motion that he be named chairman, how it reflected in the minutes - on his part. no matter this was an error said he thought it was an error too, 1 Mr.
