BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 1, 2013
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Constantine Task Order 2
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS has requested the services of Constantine Engineering under
Task Order 2 per the terms of Contract #C13-2068-WS for a total not to exceed cost of $75,000.
Task Order 2, for General Professional Engineering Services, is attached for your review.
BACKGROUND: The water and sewer department requires engineering and technical
assistance from time to time for individual projects or issues that arise and that are short-term
projects or that are not large enough to require a separate task order. The scope of services for
this task order includes professional and technical services for specialized assistance to the water
and sewer staff. The general professional consultation services that Constantine Engineering,
Inc. will provide include, but are not limited to, preparation of studies, reports, field work, and
special services, etc., that are requested by the County and that are not associated with other
major projects or activities. The tasks assigned under this task order may eventually be
developed into separate task orders but are intended to be for miscellaneous work items that
would include:
• Attending meetings as requested by representatives of the County and provide general
engineering assistance, consultation, and opinions.
• Perform professional engineering services that might include engineering or environmental
studies.
• Developing schedules, plans, engineering analyses and evaluations to address small
independent issues or projects.
• Providing assistance in identifying and acquiring grants and loans from federal agencies or
other applicable sources of funding.
• Addressing issues associated with federal, state, and local government agency permits (fees
to be provided by the County) and inquiries from regulatory agencies not associated with
other projects.
• Assisting the County to develop conceptual level planning documents and preparing cost
estimates, prior to the development of larger task orders, to evaluate the feasibility of
different alternatives.
• Preparation of small investigations or evaluations of either existing equipment or unit
processes, or for equipment or unit processes which may be under consideration by the
County for incorporation in their system.
• Performing field investigations and construction observation not associated with other
projects or task orders.
• Developing presentations to the Board of County Commissioners, the general public,

regulatory agencies, professional societies, or civic groups regarding projects or activities
under taken or in consideration by the County.
• Responding to general questions on engineering matters as requested by the County’s
designated representative.
This task order has been developed and negotiated with Constantine Engineering per the terms of
the new Master Services Agreement, and requires approval from the Board of County
Commissioners.
This Task Order/Engineering Scope of Services negotiated with Constantine Engineering
includes the necessary work tasks to complete the scope of work and is for a not to exceed
amount of $75,000.00. Funds are available in the FY2014 budget.
OPTIONS: Approve or deny.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 1, 2013
TO: Honorable Chairman and Members of the Board
FROM: Richard Brannon
SUBJECT: Task Order Assignments
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: Due to the number of contracts expiring September 30, 2013 that
have task orders assigned to the respective companies, and that work assigned through the task
orders will be ongoing and not completed before the contracts expire, it is recommended that each
affected contract be amended and extended to reflect that the assigned task order will be completed
as written and paid at the rates established under the original master contract for which the task
order was written.
No new work will be assigned to the amended contracts and the master contract will expire when
the assigned task orders are completed. Each department will provide Purchasing with a list and
respective end date of each task order which will continue through the FY13/14 budget year, no
later than October 5th. Note: (Some task orders may not end by 9/30/2014)
All affected expiring contracts need to be extended for consistency and because some vendors may
not have been selected in the new bid cycle and have a new master agreement. Payments must
reference the contract under which the work has been awarded and performed. Adding language in
the new master agreements in reference to the old master agreement doesn’t accomplish this task.
BACKGROUND: This verbiage has been reviewed by Finance, Contracts & Leases and the
affected departments.
OPTIONS: Approve or deny
RECOMMENDATIONS: Staff recommends approval as written.
