BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 1, 2013
TO: Honorable Chairman and Members of the Board
FROM: Richard Brannon
SUBJECT: Award Asphalt Bids - RFB# PW 58-13
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: Bids were opened on 08/29/2013. Four (4) bids were received. Three (3) of the
four (4) have been determined to be responsive bids and in the County’s best interest to award to
the following three (3) companies: CW Roberts Contracting, Inc., APAC Mid-South and Anderson
Columbia in accordance with the rates submitted in their bids. (See attached tabulation).
BACKGROUND: The Public Works Roads Division paves, resurfaces, patches and constructs
roadways on an annual basis using plant mix asphalt as the primary material to do so. With the
current contract expiring on September 30, 2013, staff has obtained bids from qualified vendors to
provide asphalt that we need in order to continue with these operations. Staff recommends award
of the bids to all vendors meeting the requirements of the bid specifications. Based on downtime,
competing projects, weather factors, and varying project location, we believe it would best benefit
Okaloosa County to award the contract to all eligible bidders. This would exclude Roads, Inc.,
based on their call indicating that the plant did not meet the minimum distance requirements
outlined in the bid documents.
OPTIONS: Approve or Reject
RECOMMENDATIONS: Staff have reviewed the bids and recommend awarding contracts to CW
Roberts Contracting, Inc., APAC Mid-South, Inc and Anderson Columbia; they being the responsive
bidders and authorize the Chairman to execute the subsequent contracts.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 1, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Division of Forestry - Paving Assistance - Charles Booker and Corduroy
Roads
DEPARTMENT: Public Works
BCC DISTRICT: Three
STATEMENT OF ISSUE: Request approval for staff to provide assistance to the Florida State
Division of Forestry (DOF) to pave two segments of roadway on Charles Booker and Corduroy
Roads as part of a project taking place by the DOF.
The proposal includes use of County equipment and personnel to pave roughly 3,500 feet of
roadway by 20 foot wide on Charles Booker Road. DOF will also need assistance with paving
roughly 2,300 feet by 20 foot wide on Corduroy Road. Forestry will provide all materials as
well as perform prep work and final dressing. DOF will prep the roads to be paved and provide
materials; Okaloosa County will only provide equipment and manpower.
BACKGROUND AND ANALYSIS: The work will require approximately 2-days of labor and
equipment time at an estimated cost of approximately $5,000. The roads will remain the
maintenance responsibility of the DOF upon completion of the work. There will be water quality
benefits to the County in the form of reduced silt load in stormwater runoff from the roads after
project completion.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Request approval to provide labor and equipment assistance for the
paving of Charles Booker and Corduroy Roads
