CHEMICAL ANALYSIS ON Mayor presented a request from adminis-
SHALLOW WATER WELL tration for United States Geological
Survey to do a chemical analysis on
the shallow well water for $ 1, 500.
City Manager explained that this is
the same analysis they do on our other
wells. We want this chemical analysis
so they can tell us if we can use the
four shallow wells at the Golf Course
in the potable water system in case we
need to.

REQUEST FOR RESTITUTION Mr. Jim Harkins, administrator for the
AMERICAN GOSPEL, Inc. American Gospel, Inc. requested resti-
I
tution in the amount of $ 533. 06 for a
loss which they suffered due to the
fact that all access to the auditorium
was blocked on December 2 for the
Christmas Parade. American Gospel
had previously booked the auditorium
for a concert.
Dr. Houghton stated that he appreciated
Mr. Harkins I concern, but if we tried
to justify this claim, we would be
opening the door. I donlt think it
is the Cityls responsibility to subsi-
dize your loss.
Mr. Bishopsaid that it would be hard
to say will
we guarantee that traffic
will get there, but there seems to be
a lack of communication between organi-
zations. We need to find a way of not
renting the auditorium when there is a
parade.
Mr. Baughman asked for explanation of
what happened.
City Manager explained that Highway
98 blocked past the entrance to the
was
auditorium. We were prepared to handle
the parking. We had roped off the
parking lot to have auditorium parking
in one area and parade parking in
another area. The blocking of Highway
98 went over our heads. We did not
take into consideration that Highway 98
would be blocked.
Mr. Baughman suggested that the City
I
split the loss with American Gospel.
Dr. Houghton replied that he thought
this would be setting a precedent.
Whatever he had to pay for rental of
the auditorium could be refunded, but
I can' t see us accepting their loss.
Mr. added that he had a complaint
Hunt
from business establishment on Highway 98
a
saying they had lost revenue because
Highway 98 was blocked.

paid by American Gospel, Inc. to the
City be refunded. Motion was seconded

NAMING OF DAY CARE- HEAD Mayor read a letter from the Civic
START BUILDING League of Fort Walton Beach recommend-
ing that the new Day Care- Head Start
Building be named Chestnut- Woods Buil-
ding. Mayor also read a letter from
Beulah Baptist Church recommending the
same name for the building.
Mr. Hill explained that the City did
activate acommittee on October 12, 1975
to study applications from various
citizens to name buildings for.
Mr. Hill moved that applications be
sent to various organizations for
their recommendations. Motion was
seconded by Mr. Hunt.
Mr. Baughman said he had a letter from
Head Start and he also spent time with
the Policy Council, and could not find
one person who opposed the name that
Council chose. He did find many people
who were in favor of it. Once Council
has taken action like this, you are
hitting at the people we have chosen
if you rescind this. I feel we should
leave it like it is.
Mr. Hill said that one of the letters
is from one of the largest black
churches in the area, and he felt that
it should go to the committee to gather
information from other sources.
Mr. said, in view of the fact that
Hunt
we take action in 1975 to set up a
did
specific way in which to name these
buildings, I have no objection to .~
holding this in abeyance until we can ,.
get further

input.
Houghton said he had no objections .~
I"'",. '
to the original name and still has no
objection. All these people are justi-
fied their recommendations.
in But
knowing that a proper process had been
established beforehand, I would have to
vote to send it to committee.
Mr. Bishop said he knew about the
committee, but he didnlt think there

would be a problem. I think the people
should have some input. I think Council
should listen to these names. It is
not a question against Mrs. Tippens and
Mrs. Starkey. We should give these
people a chance to make input. I think
I
it should go back to committee. I
think we should rescind the action
taken last meeting, and go through the
normal channels and listen to the
input from these other organizations.
Question was called for and motion
carried with Mr. Baughman voting NO.
