IV. Review Month End May Tax Receipts and June 30th YTD TDD Expenditures by
Penny (Dan O’Byrne)
Mr. O’Byrne reminded the council of the responsibility to review tax expenditures
quarterly. Mr. O’Byrne stated that bed tax collections for the first seven months have
been relatively flat, as some may have read in the newspaper. He specified that it’s less
than 1% flat. Mr. O’Byrne continued by reviewing the budget, line-by-line.
Mr. O’Byrne also discussed the marketing plan budget for the council and public review.
He also provided a breakdown of the cost of each advertising project and Peter Mayer
Advertising line item.
Mr. Peterson and other council members agreed there was a need for a more in-depth
briefing to better understand the marketing firm’s procedures, pricing, and seasonal
campaigns.
Ms. Hoshihara advised the council if they just want a better understanding a workshop
could be held. If the council is interested in another layer of review, they would be
required to appeal to the board for a change in policy. Her recommendation was to
conduct a marketing workshop with the Peter A. Mayer Advertising firm, TDC
committee and Mr. Ernie Padgett, County Administrator.
Mr. Peterson requested Mr. O’Byrne and the staff schedule the workshop for the council,
potentially before the August TDC meeting.
Mr. Guidry queried Mr. O’Byrne on the payment of funds, in the amount of $14k, on the
pending Wedding Guide. Mr. Guidry showed concern that $14,000 has been paid on a
product that neither the council nor Mr. O’Byrne’s office has received, which cost
$22,000 in total.
Ms. Ellen Kempner, Vice President and Management Supervisor of Peter A. Mayer
Advertising in New Orleans, explained the firm’s progress on bills for time spent on the

product. She went on to say the guide would be sent to the printer shortly and will be
delivered to Mr. O’Byrne’s office and distributed.
Mr. Guidry expressed concern over the task orders being placed without the council’s
knowledge and how they are to know whether they are filled adequately.
Mr. O’Byrne explained that task orders are robustly reviewed by the Clerk’s office before
they are paid.
Mr. Peterson underscored the request for not just objective strategies and tactics, but to
view more tangible products, such as what the public sees of the campaigns.
Mr. O’Byrne and his staff will follow up the conversation with a marketing workshop to
better educate and inform the council on the firm’s process and plans.

V. TDD Capital Plan Updates by Division
a. Beach Restoration (Jim Trifilio)
Mr. Trifilio, Okaloosa County Costal manager, discussed sand fencing, signage,
and the planting of sea oats as well as other species. He also reviewed the public
works funded project of three undeveloped access ways.
He also spoke about the property next to the convention center that has suffered
chronic erosion which has been identified for a Living Shoreline project. The use
of oyster shells to create a shelf is a potential, but this is all conceptual at this
point. This property is collocated with the Veteran’s Park. It would be available as
a community park, lit at night, and provide boat access. Mr. Trifilio will be
requesting a permitting phase to the board, near August. This phase could take
close to a year. They are very hopeful that this project will not cost any TDC
funds, but could qualify for many different grant opportunities.
Mr. O’Byrne reassured the council the items are currently in the budget, so there
will be no issues if grants are not awarded.
b. Okaloosa Island Welcome Center (Nancy Hussong)

Regular Meeting Minutes JULY 25, 2013
Ms. Hussong showed the council a photo of the back cover of the Emerald Coast
Visitors Guide that is due to arrive Friday. She went on to discuss the Visitors
Center building’s refurbishment bid process. The building is 20 years old.
Mr. Rick Seevers provided advance copies of the visitors guide to the TDC. They
were printed at $.67 per copy and a total of 150,000 copies are being printed. The
Visit Florida Welcome Centers, throughout Florida, will together receive 8,600
copies. Many of the photos enclosed are by local photographers.
Mr. Seevers informed the council that last year’s Vacation Guide was entered in
the In House American Design competition and placed in the top 200, out of
4,000 entries.
Mr. Rice continued the good news by sharing a story of a visitor with whom he
spoke recently. The visitor gave the Visitors Center staff accolades, which Mr.
Rice echoed.
Mr. Guidry queried Ms. Hussong if the process of refurbishing the center wasn’t
like “putting lipstick on a pig.” Ms. Hussong stated that there has been
conversation about a new center. Mr. O’Byrne noted repairs being made are band
aids to keep the center operational until a new building could be scheduled and
completed.
Mr. Dixon questioned the ability to build walk-overs to the convention center.
c. Emerald Coast Convention Center (Bill Leaman)
Mr. Leaman discussed the plans for an exterior upgrade, sidewalks, and
landscaping for the convention center. He also mentioned the replacement of the
outside LED sign, sound and lighting, as well as increased monitoring equipment.
Other projects include heating systems, stucco repair, retrofitted chillers, and
loading dock expansion.
VI. TDD Staffing Update (Dan O’Byrne)
Two positions are currently available. The first is for a marketing coordinator which
begins on October 1st. Ms. Kendra Nixon is currently filling the
