payment of principal and interest on
the City of Fort Walton Beach Utilities
Tax Revenue Certificates. By purchasing
the insurance, the City could possibly
save enough interest to justify the cost.
They recommend that we buy the insurance
and I concur. That way we will get a
I triple A rating from Standard & Poors,
which will help the interest rate be
lower.
Dr. Houghton moved to purchase the insur-
ance. Motion was seconded by Mr. Rigdon
and carried unanimously.

City Manager said this will also elimi-
nate the need for an attorneyls opinion
and also the need for interim financing
because you will go directly on to the
sale.
QUESTION REGARDING NON- Mr. Baughman said, there has been some
CONFORMING BUILDINGS confusion in situations where we have
a non- conforming building, for instance
a frame building in a C- 2 zone where
the people want to add on to it. C- 2
zone requires masonry construction.
We always approving these things
are
when they come to Council, but I am
wondering if we could go ahead and give
the Building Inspection Department the
authority to go ahead and approve those
requests.
City Manager replied that he felt this
is Council' s perogative.
Mr. Rigdon said he did not agree with
Mr. Baughman. It should be left in
Council IS hands. I think Council should
be the one making the decision, and not
shift the burden back to City Manager.
Mr. Hunt said the real problem is a
matter of setback as far as fire hazards.
Mr. said I know there has been
Baughman
some confusion and I just thought we
ought to discuss it again to clarify it.

LAND PLANNING FOR HOLLYWOOD City Manager said Council had directed
BOULEVARD PROPERTY the administration to do some land
planning on City- owned land on West
Hollywood Boulevard, which is the City
yards. We found that what Mr. Hunt
wants is a little more sophisticated
than what we have the capability to do.
I would like to recommend that you
associate someone like Don David who
would be qualified in this field.
Mr. Hunt said he would like to speak in
favor of that. I think that is some
of the most valuable property in the
City and I think it would be in all the
citizens I best interest to see that it
is used to its best use to be compatible
with the neighborhood. He so moved to
contact Mr. David to see if he can pre-
pare a land use plan. Motion was secon-
ded by Mr. Baughman.
Mr. Baughman asked Mr. Hunt what he
thinks the City should do with that
property?
Mr. Huntreplied, the property is zoned
M- I now,which is industrial. It is
surrounded by several nice businesses
and a residential area. It concerns
me a little bit that is is M- l in that
it is for industrial use. It is just
not clear in my mind that an industrial
use is compatible with the existing
neighborhood. He asked if Sewer Plant
No. I on Robinwood will be eliminated.
City Manager replied that that will be
a lift station.
Mr. Hunt said he would also like to
include that parcel of land in the
study.
Question was called for and motion
carried unanimously.
