for two weeks. Mr. Hunt asked, could we give the City Manager the authority to waive the pen- alty the first time? Dr. Houghton said, this is what he was talking about. Building Inspector would have to come to him with everyone of these. If we are going to give anybody the authority to do that we need to give it to the Building Inspector, not Mr. Walker. Mr. Rigdon asked Mr. Hunt if he is saying, leave it like it is? Mr. Hunt said, provlslon yes, or put a in to the author- give the City Manager ity to waive it, and then if it is a serious violation then it could come to Council. Mr. Rigdon said, I donlt think it is right to penalize the homeowner. A lot of people don It come down and bother City Hall. I think what we should do is for a first violation we should more or less not charge a guy, but for the second violation we should charge the penalty. I ~ hink that most people who have violated that ordinance really didnlt realize they were violating the law. I think it is unfair for us to . make City Manager be the scapegoat for us. If we would change the ordinance ,~ l". to be a penalty for the second viola- tion, I think that would be what we are all looking for. Mr. Rigodn moved that City Manager and City Attorney prepare the proper reso- lutions to satisfy all members of this Council. Motion was seconded by Dr. Houghton and carried unanimously. 2/ 27/ 79 47 I SCRAP METAL RECO~~ ENDATION Mayor presented the following recommen- dation from Purchasing Department reference scrap metal: Recommend that scrap, cast iron, copper and brass be sold to the highest I bidder, West Florida Scrap Company, based upon the following telephone quotes: Pensacola Scrap Processor Scrap - $ 2. 00 - $ 2. 50 Cast Iron - $ 3. 00 - $ 3. 50 Copper 1 - $. 50 Copper 2 - $. 50 Brass - $. 40 West Florida Scrap Metal Scrap - $ 2. 25 Cast Iron - $ 3. 50 Copper 1 - $. 57 Copper 2 - $. 52 Brass - $. 43 Southern Scrap Company Scrap - $ 1. 75 - $ 2. 25 Cast Iron - $ 2. 75 - $ 3. 00 Copper 1 - %. 55 Copper 2 - $. 55 Brass - $. 35 - $. 40 West Florida Scrap Company will bring their trailer to our yard, when we have it loaded they will pick it up and haul it to scrap yard." INDUSTRIAL REVENUE BONDS City Attorney said, we have a resolution FOR SILVERLINE for the authorization for the issuance of industrial revenue bonds in the amount of $ 600, 000 for Silverline and one of the findings we have to verify is the finan- cial situation of the company. Mr. McLeod is here for the reading of that resolution and to make a report regar- ding such situation. Mr. McLeod, president of Barnett Bank, said we have worked with Arctic Enter- prises, of which Silverline is a div- ision. Arctic Enterprises is a New York Stock Exchange corporation with sales last year in excess of $ 150, 000, 000. The banks have studied their financial situation for the last three years and have contacted the bankers in Chicago. Their lead bank, Continental Bank of Chicago offers them a moderate eight figure unsecured line of credit. We have found that their past performance has been excellent.
