BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 15, 2013
TO: Honorable Chairman and Members of the Board
FROM: James D. Curry
SUBJECT: RESTORE Act Information
DEPARTMENT: County Administrator
BCC DISTRICT: All
In response to the Deepwater Horizon oil spill that took place in the summer of 2010, the United
States Congress has enacted the Resources and Ecosystems Sustainability, Tourist Opportunities
and Revised Economies Act of 2012 (RESTORE). Each disproportionately affected county in
Florida will be receiving funds from fines and settlements that will be collected by the federal
government.
The Board of County Commissioners will establish a plan for the use of any and all RESTORE
funds and determine the composition of an advisory council to the Board on the use of those
funds. The Board began initial discussions at a Workshop held on September 11, 2012. At that
workshop Commissioner Dave Parisot presented a slide presentation on the Act and its various
“pots” of funds. The Board listened to input from the public and discussed actions that the other
disproportionately affected Florida counties have taken. Attached are minutes from that
Workshop. Also attached are resolutions from some of the other affected counties and the
RESTORE Act itself.
Also attached is a chart showing the makeup of the advisory committees from other affected
counties. Each county has established a structure based on 9 to 15 citizens from a variety of
disciplines. Some advisory groups include elected officials and some do not. The Board is free to
establish their council as they feel best fit the needs of the community.
Staff recommends the board move forward on the establishment of their advisory committee and
the completion the Local County Plan with the goal of having both in place no later than June
2013.
