MINUTES OF REGULAR
MEETING OF THE CITY COUNCIL OF FORT WALTON BEACH, FLORIDA

JULY 13, 1971
INTRODUCTION A regular meeting of the City Council of
Fort Walton Beach, Florida, was held at
the City Hall on July 13, 1971, at 7: 30
p. m. with the following members present:
Mayor, Maurice McLaughlin
Councilmen
George Palmer
C. H. Rigdon, Jr.
H. C.Van Buskirk
Art Schweizer
Hurdis Brock
Fred Hedrick
City Attorney, City Clerk- Finance Director,
and City Manager.
After opening formalities, Mayor asked if
there were anyone present who had anything
to bring before the Council that was not on
the agenda.
John Hunnicutt of the Brooks/ Hunnicutt Real
Estate and Insurance Firm presented a
letter signed by Mr. McClamma president of
the association of the Fort Walton Beach
Insurance Agents, requesting that the City
obtain information from the present holder
of the City' s insurance, and from the State
Rating Bureau for the agents who received
invitations to bid on August 24. Mr.
Hunnicutt said Mr. McClamma was unable to
attend the meeting and that he was merely
delivering the letter for the association.
The letter also requested an extension in
1
bidding time if it were needed to utilize
the additional information requested.
City Clerk clarified that the invitations
were mailed out on May 24 and bid were due
August 24. He said policies would have to be
written by October 10.

Mayor asked if there were any reason why
they did not come before Council before
this time. Mr. Hunnicutt said the specifica-
tions were lengthy and they examined them
at a regular meeting ( Meetings held once a
month) and at the meeting it was decided
to ask for the additional information.
After general discussion between members
of Council and Mr. Hunnicutt, Mr.
the
Schweizer moved that the information be
requested for the agents. Motion seconded
by Mr. Van Buskirk.
Mr. Hunnicutt said he did know of two
agents who received their invitations to
bid at least 12 days after some of the rest
of them received theirs and he said it was
probably due to the mail system. Mr. Rigdon
asked if Council were going to extend the
time. He also asked if there was something
different in these specifications. Mr.
Hunnicutt said there was, that it was a
schedule of entire listings - all of the
property that was covered under insurance.
The City Clerksaid the only change made
was that Council had the right to accept
for up to 5 years. The Clerk added that
Council had instructed the hiring of Mr.
Ripandelli and he had started back in April.
He said bids were mailed out at the same
time on May 24 and were called for August
24 and this would give Mr. Ripandelli 2
weeks to study the bids and make a recom-
mendation back to Council and would give
Council 30 days to award and have the policies
issued by October 10.
Mayor stated that the motion did not cover
any extension of time. He said Council could
consider extension of time if there was any
delay in obtaining the information.
City Manager clarified that the bids were
sent out from City Hall in the same
mailbag on the same afternoon.
