Mr. Bishop moved that the ordinance be approved on first reading. Motion was seconded by Mr. Hill. Mr. Robert Brock, owner of Brock' s Rare Coins, stated that he felt the would have a ordinance detrimental effect to their business. He requested that a committee be formed so that the businessmen could sit down and discuss the problems. He also asked who proposed the ordinance and why. Dr. John Arnold, asked why pawn brokers were singled out and the ordinance did not address jewelry stores. Mr. Baughman said, apparently this came from Ch.tef Ray. City Attorney explained, recently with the price of gold and silver, it has created a market that has not really existed in the past, that is people coming in setting up shop whether it be in a motel or a place of business, purchasing pieces of gold, silver or whatever and melting them down immediately. As you know there have been a great number of burglaries in the area, particularly in the area of gold, silver or anything that is of a rare metal. The idea was that these items not be melted down and destroyed or defaced so that they could not be I identified. It was not the concern of the Chief of Police to aim particularly at the legitimate operations. Dr. Arnold explained that the dealers cannot stand a, lO- day restriction. Dr. Houghton said, I think their request is not asking too much of this Council that they be granted the opportunity to meet with a committee and possibly make some changes. U 7 8 3/ 11/ 80 & 3/ 18/ 80 Mr. Bishop and Mr. Hill withdrew their motion and second to approve the ordinance. Dr. Houghton moved to grant their request to appoint a comrrdttee to meet with them and Chief Ray. Motion was seconded by Mr. Rigdon. Mr. Grant said, I have followed this to one extend. One of the things that started this is, it can' t be proven but the fact that some of the property that was involved in recent burglaries was de- stroyed before there was any opportunity to identify it. Mayor asked Mr. Brock and Dr. Arnold to meet wi th a committee from Council. Mr. Bill Steward, owner of Coin & Stamp Emporium, stated that the coin dealers have traditionally asked for the Police Departments to g~ ve them lists of merchandise that is missing, and we have not gotten too much help. City Attorney explained that the ordinance does not preclude a re- sale. It requires that you do not melt it down or deface it or destroy it. Mayor appointed a comrrdttee Grant, Mr. Sundy of Mr. and Mr. Bishop to meet with City Manager, the the Chief of Police and the dealers. He suggested that the committee meet Friday at 2: 00 p. m. RECOMMENDATION RE: Mayor presented the following recommendation from BEAUTIFICATION OF Building Inspector reference beautification of METAL BUILDINGS. metal buildings: are no code requirements There that would assure metal buildings to have any decorative features. I would suggest that Council prepare an ordinance requiring any metal building (~ ype IV Construction) constructed in a C- I, C- 2, or P- 2 zoning district be required to add either brick veneer, stone, or stucco to the face of any metal building that would front on a street. This requirement would assure that in cases of a corner lot, that either street sould have the decorative feature to make the building a little more pleasing. I do not feel that the zoning should be required this M- I additional e~ pense, as the M- I zoning is designated for manufacturing purposes in sections other than heavily travelled areas." Dr. Houghton moved that the recommendation be approved. Motion was seconded by Mr. Bishop and carried unanimously. NO COMMITTEE Mr. Bishop had no report from the Parks & Recreation REPORT Facilities Comrrdttee. 3/ 11/ 80 & 3/ 18/ 80 Irq VI. DOWNTOWN Dr. Houghton reported that there is a lot of time REDEVELOPMENT being spent on Redevelopment of Downtown. MAINTENANCE Mr. Hill, chairman of the Maintenance Shops Committee, SHOPS COMMITTEE
