given the opportunity to recommend how the citizens
will best benefit. I recommend that we vote
against this motion.

payoff the debt and reduce the rates. I think we
should take a look at all the possibilities.

four cities. We, as elected officials, do have a
responsibility to know something about what goes
on with the Board and to help control it. I have
looked at the options. I know there are other
cities much larger than ours who have elected to
return money directly to the people. I believe that
there is only one way to handle the money and that
is to return it to the people.
Mr. Bishop said, I am not really looking for a
rebate. I was paying for the service at that rate.
Since we do have a transient area, it may cost a
lot of money to run down these people and pay the
rebate. I think it should be left up to the Board.
Dr. Houghton said, I don' t want anyone to think
that my comments were not for the citizens to
receive benefits from this money. My comments were
that the citizens receive the most and in the best
way where they would save the most money, whether
it is by getting money back or reducing their gas
bills. I move that the motion be tabled. Motion
was seconded by Mr. Swnrly.
Question was called for and motion to table carried
with Mr. Baughman and Mr. Grant voting NO.

Dr. Houghton moved that the ordinance be approved on
first reading. Motion was seconded by Mr. Hill and
carried with Mr. Baughman voting NO.
Mr. Baughman said, I was not in favor of this when
we talked about it two years ago. I just cannot be
in favor takingof out of the Building Code the
requirement for sprinkler systems. We are going
to have buildings that could go as high as fifteen
stories. The reason we took it out before was for
competitive reasons, so that local builders in the
City could compete with builders outside the city.
I just don' t think that is a good enough reason to
risk people' s lives.
