several months. At the Cornrnd ttee I s meeting of
March 4, we reviewed the zoning, electrical, and
building codes now on the books, pertaining to signs.
It is anticipated that the codes as they exist now
will be incorporated into the final ordinance.
Therefore, we recommend to City Council that the
existing codes be enforced now."

CITY BUDGET- CITY Mr. Rigdon stated that he has looked at the City
MILLAGE 1980- 81 budget. The City is getting ready to prepare the
budget for the following year. I have looked at
the operations and would like to request that we
ask the City Manager to work toward reducing the
millage in 1980- 81. I think it is a possibility.
That is a motion.
Motion seconded by Dr. Houghton,
was and he asked
Mr. Rigdon include
to in his motion that Council
would like the millage to be reduced a minimum
of one mi 11.
Mr. Rigdon so amended his motion. Amendment was
seconded by Dr. Houghton.
Mayor repeated the motion as amended.
Mr. Grant suggested that the Budget Committee be
reconvened. I made an attempt three months
ago to do this same thing.
j
Dr. Houghton said, I don' t feel that the committee
is capable of knowing what is capable of being
reduced in each department. The administration
knows better where they can cut the budget. The
administration is well versed in this.
Mr. Sundy said, 6n_ I don' t

know that it can be cut. He mentioned the reduction
of federal funds and asked if that would not have
an affect on some of the equipment the City purchases
with federal funds.

Mayor replied that it will be some time before we
find out exactly what the government is going to
do.
Mr. Baughman said, we are all interested in cutting
the millage. I believe that when you have a
committee that is appointed to work on important
points, particularly like this, that the committee
members should participate in it and know what is
1 going on.
Mayor suggested that the
tration first corne up with

Mr. Rigdon said, that was the reason for my sug-
gestion. I think we need the administration to
work on it. Let them make their recommendations
and then let the majority of this Council decide
what services we will cut. I think we should give
them a guide and that is a good guide.
Dr. I feel that after the administra-

this Council are they can corne up with some re-
commendations to this committee, and then the
comrrdttee can bring it to the Council.
Mayor requested that Mr. Rigdon amend his motion
that when the administration comes up with a re-
commendation, that it be put before the comrrdttee
before it comes to the full Council.
Mr. Rigdon agreed that that was his intent.
