Mr. Grant moved to award bid to low bidder. Motion
was seconded by Mr. Baughman and carried unanimously.
REQUEST FOR Mayor present request for emergency rehab- CDBG program
EMERGENCY REHAB- as follows:
CDBG PROGRAM
has come to my attention that a particular house
It
located within the NSA is in dire need of repairs.
The house is situated on lot 9 of block 8, in the
Oakridge Addition, and is owned by Mrs. Nona Woods.
The house would not be eligible for general rehabili-
tation under currently adopted " Policies and Proce-
dures" due to the problems of inadequate room size
and ceiling height. However, the unit does qualify
for Emergency Rehabilitation Assistance, under the
same set of policies.
The house is currently occupied, though the tenant
finds it necessary to sleep elsewhere. The roof
structure has deteriorated badly in one location,
due to a massive rupture of the roof covering. Water
leaking through has rotted the kitchen floor and ruined
some furniture, as well as destroying portions of the
ceiling.
It is my op1n1on that the house is not safe for
occupancy at this time. Repairs necessary to elimi-
nate the problems can be completed for approximately
1, 200. 00. This action would be cost- effective in
that it would eliminate the need for the tenants to
J
seek other government assisted housing.
I would like your permission to proceed with necessary
repairs as soon as possible.
s/ Richard Sipnons, Rehabilitation Specialist"
Mr. Baughman moved that request be approved. Motion
was seconded by Mr. Franklin and carried unanimously.

LEGAL DOCUMENTS Mr. Franklin said, before we adjourn I think Mr.
Mead has something to bring forward at this time.
Mr. Mead said he needed direction from Council in
reference to legal documents pertaining to the
City. He further said he would deliver them to
who so ever the Council directed.
Mr. Baughman moved the documents be delivered to
the City Clerk. Motion was seconded and carried
unanimously.
APPRECIATION TO The mayor said, it would not be appropriate to close
FORT WALTON BEACH the meeting tonight without thanking the School
HIGH SCHOOL Board for the use of the auditorium for tonight' s
meeting at no cost to the City. A letter will be
written from the City to the School Board thanking
them for the use of the facility. The council
chambers are too small and on occasion meetings
have been moved to the civic auditiorium.
Mr. Grant moved that the civic auditorium not be
rented on Council meeting nights. Motion was
seconded by Mr. Baughman carried.
MAYOR' S COMMENTS Mayor said, I also would like to say that it concerns
me, in my position, that the actions that I took as
acting City Manager, are valid and binding until a
new City Manager is appointed.
ADJOURNMENT: It was moved and seconded to adjourn at 11. 15 p. m.
