inaudible) that you agree to table this whole thing and whole conversation, the way I heard it, you' re gonna need an attorney to tell you wha~ s left so ( inaudible) has attorneys, there' s an awful lot being said, table this whole thing until you do have an attorney cause I' ve got some friends on this Council ( inaudible). Mr. Dewrell said, City Council, I am not here for the purpose of ( inaudible) all I want to say is this, is the, what I ( inaudible) saw is the reason behind Mr. Franklin' s move, and why I tried the best I could to warn you that you can' t put this by ( inaudible) simply by going through the motions. Now I think that you need an attorney, was here, let me assure you, Mr. Baughman, that if this Council continues to act, with a record disregard for the law and the rights of the citizens of Fort Walton Beach, realize fully that against you, not necessarily as representatives of the City of Fort Walton Beach, but as individuals ( inaudi- ble). A citizen said, stop their action. Mr. Dewrell said, I realize that, I realize that some people within the City of Fort Walton have to follow inaudible) was particular alliances or because of their particularly labor union, some management, dis- agree with the petition that I have. I do not intend, it is not my purpose to threaten you, it is my purpose to suggest the difference between my judgment as an attorney, as Mr. Franklin has done and I needed to get some information ( inaudible). But you might want to discuss with an attorney whether you~ proceeding properly at this time. And the consequences of the action that you might take. There is no solution to I this matter. Mr. Franklin says he' s in favor of a recall, let me state ( inaudible) through his attorney. If we can submit this petition, let those who want to fire Winston Walker come out, resign, hold an election, let them ( inaudible) if the citizens of Fort Walton Beach ( inaudible) all the better. It' s just that simple. ( inaudible) This is going to cause us additional problems in trying to return our City to the smooth efficient progressive and enlightened administration that we previously had ( inaudible) and I know ( inaudible) 258 7/ 14/ 81 Mayor said, thank you for your talk Mr. Dewrell, we will duly note it. Mr. Dewrell said, alright. Now the only other point that I wanted to make is the recall petition, that we have discussed. Why don' t we wait and let you get I the input from the citizens of the City of Fort Walton Beach before you carry this out. Mayor siad, we have input from the City of Fort Walton Beach at the last election. It is amazing what you do learn when you run for office. Mr. Dewrell said, the only thing I' m arranging is that we' ll proceed with the recall, we intend to bring that in before the people of the City of Fort Walton and we will proceed with our actions seeking full regress. Mayor said, we have duly noted your request. Mr. Franklin said, sir, if you will just wait til I make a statement please, on my motion. A citizen said, Mr. Dewrell said for them to resign. If this is the way its going to be ( inaudible) the recall, he' s gonna ask some other people to re- sign. Now you believe that? Why don' t all seven of you resign, and we' ll have a completely new election? Why don' t all of you resign? My name is Lou Carlisle and I am a citizen of Fort Walton Beach for many years, I voted in five elec- tions, I' m glad the change in the Council was made. I graciously, Madame Mayor for what respect you, you have appointment ( inaudible) done in I' ve seen a lawyer come up here and judge you that you are guilty and ( inaudible) his legal trade. I' ve also seen this same lawyer come up and tell you that you need, you will be recalled, that the recall is that correct. That is ( inaudible) that is not what the discussion. You did not ask ( inaudible). The motion that the other ( inaudible) made was to table dis- cussion, wasn' t that what he said? Mayor said, yes. Mr. you Carlisle said, so, at the moment, you are asking, have been given public jobs ( inaudible) we have .. .. heard talk for quite a while. ble) the Council has changed, the best that you can, per, I this I feel very ( inaudi- believe you' ve done action to give you Ji j you a reasonable amount of time ( inaudible) Mrs. Thornber ( inaudible) her talk and I would, some of the others, perhaps we can in the future, perhaps 7/ 14/ 81 259 some of the other Councilmen will say why they voted to continue Mr. Walker. But what I would at this time, you had the opportunity to let say the people talk, you tried to clarify those, be- cause as Mr. Dewrell would say, bring it out into the sunshine, I think you have done an admirable job, and I think that your reasons have been ( in- audible) and even if only reason is a mere dis- 1 agreement, a mere fact that you can' t work with people, as the City Council, it is your responsi- bility to take action who and when. President Reagan was elected. He did not think twice about taking someone like ( inaudible) well I' m sorry, you' re a democrat, you' re out, we' re putting some- one else in. We' re not going to wait 90 days, that' s not the way of the political problems of this world. And I really don' t think to continue with your decision to vote on Mr. Walker, I hope that people vote the way they voted last week ( inaudible) and I don' t feel that your inability to discuss things with one another makes, comes as a violation of the Sunshine Law. Mr. Dewrell ( inaudible) under the previous Council to fight the Firefighter' s Union, I know this is a type of conflict of interest, it seems to me in that area as well. I hope then that you, you will continue to act as you have done, and not ( inaudible). Mayor said, I will follow with a vote on this question, and then we will have a five minute recess. Will you state the question again, Mr. Miller? Mr. Miller said ( inaudible) checked with Robert' s Rules of Order ( inaudible) and the for.mat of the motion, I do not believe is correct. Robert' s Rules of Order say in effect to adopt a motion to reconsider, is immediately explained for the ( inaudible) question on which the vote is to be reconsidered in the exact position ( inaudible) long before it was voted on originally. The appropriate motion would be to move the resolution which was passed on July 6th in Council inaudible) motion should be made consistent with the action I believe ( inaudible). Thank you. Mr. Franklin said, Mr. Grant, since you originally read this motion, would you like to read this reso- lution? 1 Mr. Mr. suggest Grant Miller the to said, alright. said, the resolution ( inaudible) I would Mayor that we do away with, as you' re aware that ( inaduble) that should be the! motion should be item, should be seconded, and the other motion should be withdrawn. 260 7/ 14/ 81 Mr. Grant said, what other motion should be? Mr. Miller said, the one you made. Mr. Grant said, oh, okay, I thought that was what I was doing. Mr. said, Madame Mayor, at this time I Franklin move thatresolution which we adopted last the Monday night, July 6, 1981, that at this time we consider that resolution. Mayor asked for a second. Mr. Franklin said, we move. Mayor asked for a second. Mr. Franklin said, we move adoption of that resolu- tion. It was asked, what is that resolution, for the re- cord? Mr. Franklin said, Resolution Number 81- 23. Mayor said, it has been seconded by Mr. Grant and will you vote by name please? Mr. Baughman: Yes Mr. Grant: Yes Mrs. Thornber: Yes Mr. Bishop: No. Mr. Sundy: No. Mr. Miller: No. Mr. Franklin: Yes Mayor called a five minute recess. Mayor reconvened the meeting at 10: 40 p. m. Mr. Miller said order, Madame Mayor, a point of in reference to the last motion. before makingMr. Franklin seconded, or of the previous motion that failed, so the last motion to pass was not in order due to there being a pending
