FIRE UNIFORM BID" Concerning Item # 12, City Manager explained that the exact wording of the bid invi- tation was for the price to be quoted for FOB Fort Walton Beach. The low bidder, I McCain Uniform Company @ $ 2, 698. 70, quoted FOB Birmingham. The other bidder, The Uniform Shop @ $ 2, 890. 22, quoted FOB Fort Walton Beach. Technically, the low bidder did not meet specifications. Mr. Hunt moved that the bid be awarded to bidder meeting specifications, The Uniform Shop @ $ 2, 890. 22. Motion was seconded by Mr. Rigdon. 006 10/ 10/ 78 Mr. Baughman asked how much the freight from Birmingham would be, and if the City could still not save money with the low bidder. City Attorney explained that the freight . J... is a variable. You could probably get . by with awarding to the low bidder if you knew" exactly how much the freight would be. But there is a question as to how much it would weigh. If you have a variable, I think you would have to go with the bidder meeting specifications. Question was called for and motion carried with Mr, Baughman voting No. RECOMMENDATIONS FROM Mr. Rigdon read the following recommen- INDUSTRIAL COMMITTEE dations from the Industrial Committee: 1. Recommend that an appraisal be made by an appraiser selected by the City) of the City property on Hollywood Boule- vard now leased to Fort Walton Steel within 60 days, and a lease renewal price be based on fair market value. The cost of the appraisal to be amortized over the life of the lease. 2. Recommend that an appraisal be made of the City property on Hollywood Boule- vard now leased to Southern States Steel Nelson Davis). Committee recommends a meeting to discuss this lease after the appraisal is made. 3. Recommend that the City Attorney be authorized to offer RBJ Enterprises a waiver of interest for the paving assess- ment due on Blake Avenue, and to request a reply within 30 days. 4. Recommend that future lease negotia- tions be based on appraisals for fair n market value. i I l 5. Recommend that the City Administration! be authorized to use the following guide- "~ lines in talking with Industrial pros- pects: Using estimated cost of land and building, ( square footage) and finance over 15 years with interest of l~% above City interest cost. 10/ 10/ 78 007 Mr. Rigdon moved that the recommendations be approved. Motion was seconded by Mr. Brock and carried unanimously. RECOMMENDATION RE EPA y Manager read the following recommenda- SEWER PROJECTS tions reference EPA Sewer Projects: I 1. Recommend that a separate bank account be established for the EPA Sewer Facilities, including transmission lines and sewer plant. The purpose of this account will be to separate the EPA projects so that we can have a clear audit trail separate from our normal sewer construction. 2. Recommend that monies in the Sewer Revolving Fund be transferred as needed to the new account ( EPA Sewer Projects Fund) to cover these facilities. The normal sewer construction will be carried on through the Sewer Revolving Fund. 3. Based upon previous authorization, we are working with local banks to now see if we can possibly finance the City portion of the EPA projects through the local banks. However, if this proves to be unfeasible due to interest rates, payment schedule, etc., recommend authori- zation be granted to investigate the possibility of issuing revenue certifi- cates through financial advisors. Since the contract for the sewer facilities will be signed this week, we need to expedite this matter and we hope to have a recommendation to Council within the next thirty days. Due to the scope of the project, the City will be required to borrow approximately 2, 000, 000. This is greater than the amount we originally discussed due to the fact that the City had to spend approxi- mately $ 700, 000 for the Coleman property. I The portion of the project to be paid by the City is approximately $ 2, 800, 000. We are hoping to have an amortization schedule that will maintain the City debt service for this financing at approximately 200, 000. Due to the size of the additional debt, it may not be feasible to amortize over fifteen years unless the interest rate is very favorable. If our response from the banks is not favorable, it will take approximately 90 days to issue 008 10/ 10/ 78 revenue certificates after we have con- tracted with a financial consu~ tant firm. Mr. Brock moved that the recommendations be approved. Motion was seconded by Mr. Bishop and carried unanimously. HEARING PANEL & PLANNING BOARD RECOMMENDATIONS Mayor presented the following recommen- dations from the Municipal Hearing Panel and Planning Board: l VARIANCE REQUEST: 1. REQUEST: Variance to Ordinance 100 23 LAURIE DRIVE, N. E. to observe a 1- 1/ 2 ft. side yard setback instead of the required 7- 1/ 2 ft. in an R- lA zone, to install an open carport at Lot 5, Block 9, Elliott' s Point 7th Addition. ( 23 Laurie Drive, N. E.) HEARING PANEL recommends request for variance be denied. City Engineer and Building Inspector recommended request be denied due to the fact that the 7- 1/ 2 ft. side yard setback should be maintained for a fire break between dwellings as required in Section 23- 5 of the Code of Ordinances. There was no one present against the request. PLANNING BOARD concurs with the recommen- dation of the Hearing Panel.
