Skycap and Wheelchair Services
Northwest Florida Regional Airport
Dear Mr. Brannon:
Per State and Okaloosa County procurement requirements, on Thursday, July 25, 2013 at
3:00 p.m. local time, bids were received at the Okaloosa County office at 302 North Wilson
Street in Crestview for the Skycap and Wheelchair Services for the Northwest Florida
Regional Airport (VPS). Bids were received from two bidders with Crowne Aviation
Services, LLC, as the lowest responsive bidder meeting specifications with the lowest hourly
rates inclusive of all overhead, management fees as well as profit. A tabulation of the bids is
enclosed herein as an Attachment for your reference.
Based on our review of the submittals by the two bidders, Crowne Aviation Services, LLC,
appears to be a responsible company with the lowest Total Bid Amount. They have
demonstrated proficiency with this type of work by providing wheelchair services at VPS in
2011 and already understand the service requirements and the overall operation as it relates
to skycap and wheelchair operations at VPS. We have reviewed the scope of work with
Crowne Aviation Services, LLC. and have confirmed their understanding of the project and
believe that the bid amount submitted for this service is reasonable for the proposed work,
The estimated annual cost for this service is $649,046.65. The term for the service will be
for three years with an option to renew for two additional l-year periods.
Notwithstanding the County’s final review of the complete bid documents, verification of
DBE efforts, and legal review of bid forms, we recommend award of the Skycap and
Wheelchair Services to Crowne Aviation Services, LLC. at their bid amount rates listed
above.
Should you have any questions or require additional information, please do not hesitate to
contact us at your convenience.
Sincerely,

RE: RFB #: AP 34-13
Dear Board Members:
Crowne Aviation Services, LLC is pleased to submit the enclosed bid for Skycap and Wheelchair
Services for the Northwest Florida Regional Airport. We will comply and agree to the terms and
specifications as stated in the bid packet.
Crowne was the wheelchair services provider at VPS for Vision Airlines in the summer of 2011
and we understand the service requirements and the overall operation as it relates to skycap and
wheelchair operations at the Northwest Florida Regional Airport.
Crowne Aviation Services, LLC was formed in 2008 at the request of the owner of PSM who was
at that time providing wheelchair and skycap services in Atlanta and was retiring for health
reasons. He came to us to take over his business due to the fact that our management had been
involved in the aviation industry since 1988 and had experience in 58 US airports and 33 airports
in Europe. We worked with his airline clients and completed a seamless transition of services in
February of 2009.
Crowne’s core business is to provide “passenger support services” to the aviation industry at
domestic locations and our growth and customer satisfaction in the largest volume airport,
Atlanta, has been possible because of the excellent reviews and lack of customer service issues
that we provide to our clients. Our training is “hands on” and we retrain and update our
employees on a regular basis. It is our policy to have an onsite manager who is available to
interact and respond to our clients in a timely manner and to have a minimum of a once a month
visit from upper management to insure that we are performing above expectations.
We have an excellent data collection and storage system that allows us to record and retain data
on wheelchair requests that we fill. Our communications are performed on our android and push
to talk systems and we have real time tracking of our employees to insure maximum efficiencies.
We look forward to presenting our Company and our technology to you in the near future.
Sincerely,
Sally A. Leonard
