1955.

Miller, w. C. Walker, W. B. Williams, W. B. Harbeson.
ABSENT: Theo Bass
The meeting was called to order at 7: 55 p. m. by Mayor Brooks who wel-
comed the visitors.
Mr. E. R. Davis and a delegation from Bel Air Subdivision appeared
to ask that the streets in Bel Air be approved without curbs and
gutters. He explained that the streets in the subdivision were
approved and the houses sold under that understanding before the new
specifications were approved by the Council. He told the Council
that he had an under, standing with the City Manager that the streets
would not be paved until they were through building because the heavy
rucks would tear the streets up.
t- Mr. Earley verified this and ad-
vised the Council th. t he felt that he had to have the Council' s
approval before approving the streets and authorizing Mr. Davis to
proceed with the paving sin ce the new specifications had been approved
by the Council. Davis f specifications met with the

State ' Road Department specifications. Mr. Davis told the Council
that his subdivision was half complend and he did not think it would
give a good appearance to have half of the streets with curbs and
gutters and the other without since the streets in the. subdivision
were circular streets. He added that he had talked with some of the
residents of the area about financing' the curbs and gutters later
o
through FHA and that the ones he had talked to, were in favor of doing
this at a later date. Mayor Brooks asked for the City Managers recom-
mendation. Mr. Earley recommended that Mr. Iavis be alloweJi to com-
p~ ete the subdivision with the same type streets all ~he way through
since the subdivision is half completed. The Council assured the
delegation that they would abide by their original agreement' but
hoped that in the future the residents could work out some plan wheDe-
by they could put in curbs and gutters. A motion was made by Mr.
Roberts and seconded by Mr. Stacy that the City Manager' s recommen-
dation be acceptedaand the work order issued on the streets as tenta-
tively agreed before. Vote aye, unaniilous. '
Mr. Zimmerman asked that signs restricting traffio to 15 miles per
hour be erected at each interseotion beginning at Holmes and Hum-
mingbird and svggested that the heavy trucks used in street work be
restricted to the back streets. The Mayor instructed the City
Manager to confer with the residents about the signs and restrictions
on traffic.
Mr. McCloud advised the Council that he was trying to start a inland
waterwa~ freight business and needed waterfront property for docks
o

divisions. He recommended that the City accept that portion of the
property deeded to the City by the Vesta Corporation and try to get
an( option on ~ other piece the same size. Mr. Fle t: reminded the
Council that the prpper proceedure was not being followed since Ordi-
nance No. 153 requires that the recommendations be submitted in: writing
to the City Manager who in turn is to submit it to the Council. There
followed a discussion during which Mr. Stacy rEl11inded the Council that Io/J" M " p
up the p~ at at this time would delay the committments and that we needed
the hou8e~ ~ dly. He suggested that the Council accept this recommen-
dation and advise the board of the proper proceedure to follow in 'the
future. Mr. Starkey asked that the Civic Planning Board be presented
with a copy of the ordinance and inst~ ctions as to proceedure. Mr.
Fleet advised the Council that it would be in order to accept the recOlll-
mendation if the Council waived the ordinance. Mr. Earley recommended
that the Council waive .the ordinance. A motion was made by Mr. Roberts
and seconded by
