INTER- OFFICE MEMORANDUM
DATE: ~ August 20, 1985
TO: Mayor and City Council
FROM: Cit~ Manager ~
SUBJECT:
Fiscal Year 1985- 86 Budget
On the following pages, you will find the projected operating budget
for the City of Fort Walton Beach for the 1985- 86 fiscal year.
In the General Fund, our proposed projected revenues are $ 8, 562, 107.,
rate increase. This is an increase of 2. 2%
which includes a millage
over last year' s revenue of $ 8, 373, 388. On the expenditure side, we
total of $ 9, 070, 034., which includes the operation of
are projecting a
all departments and their capital outlay, with the exception of water
and sewer departments. This figure represents a 5. 7% reduction from
last year' s expenditures of $ 9, 183, 324.
The proposed revenue for the Water Fund is $ 993, 000., for a 13. 37%
increase over last year, with an operating budget of $ 667, 894., which
reflects a 6. 5% increase. The Sewer Fund projected revenue is
1, 230, 000., or 11. 69% over last year' s revenue, and expenditures are
to be $ 1, 047, 390., up 5. 39% from a year ago. The above
projected
increases contain a slight rate increase to cover operation costs.
As you can see, our operating budget is still just over
General Fund
500, 000. inexcess of our projected revenues. This is partially due
to revenues less than previously projected from the State of Florida in
and Gasoline, Cigarette, and
the areas of Road and Bridge Taxes,
Alcohol Taxes, and the legislation which reduced the franchise tax we
will be receiving from Centel. We expect to receive $ 150, 000. from
Federal Revenue Sharing. That coupled with approximately $ 63, 000.
remaining in the Fund from last year will be reprogrammed to purchase
including a backhoe for the Construction and Maintenance
equipmentr and
Department, an automated garbage truck, and other vehicles
to provide the '~itizens of Fort Walton Beach with
machinery necessary
the leve\ of service which they have come to expect.

One additional note; the budget we al~e proposing has no recommendation
for an across- the- board salary increase for the general employees.
Calculations show that if Counci1 chooses to entertain such an
increase, the cost will be approximately $ 55, 000. for each 1% increase,
including salary and benefits.
I look forward to, meeting with all of you to discuss questions you may
have.
