THANK YOU LETTER FROM
FRENCH BROWN
In reference to Recommendation #3, City
Manager presented a recommendation that
bids be rejected and readvertised, since
the cost of roofing seemed to be too high.
Motion was made that this recommendation
be approved. Motion was seconded and
carried unanimously.
™
City Manager stated that Mr. Echols had j
been contacted regarding Recommendation aa
#18, however there has been no response
as yet, <A report will be made at the
next meeting,
City Manager advised Council that we have
a little more information regarding Well
#8, Item 19, The Layne Central drilling
crew has access to metal cutting bits that
cost $2,430 each and they say it could
take two of these bits to do the job of
drilling 126' of mud pipe that has dropped
to the bottom of this well. The drilling
time could take up to a week which would
cost another $2,300, Then after it is
clear of the obstruction, the well would
be logged in two or three different ways.
This would cost another $1,200 to tell you
what has to be done. Provided no major
things are wrong, this would be the extent
of the cost; but, if we have to go in that
well like we did in the case of Well #9
and drop a sleeve inside and then grout
between the sleeve and exterior of the
pipe, we would have to come back and talk
to you with a cost figure. We are asking
for authorization to go ahead with these
cutting bits and a week or two of drilling
and authorization to go ahead and log the
well,
Mr, Rigdon said he believes the way Mr.
Walker recommends is the most economical
way to go and made such a motion. ~
Mr, Baughman asked, you are talking about
$8,500? City Manager said yes, to get
the well cleaned out and find out what
else has to be done.
Motion was seconded by Mr. Palmer and
carried unanimously,
Mayor read a letter from the French

Mayor read a letter from the USO expressing
appreciation to Jim Hughes, Edwin Watts,
and the entire Golf Course staff for their
assistance in the recent tournament on
September 25, 1976,
Mayor read a letter from Bob Martin, Ontario,
Canada, expressing his appreciation to the
entire staff on the Golf Course and commen-
ding them for the fine job that they do.
Mr. Bob Solbert, representative of Stage-
crafters, was recognized and asked for
relief on the water/garbage bill for the
building being used on 115 Chestnut Ave,
S. E. The building is used by the Stage-
crafters, however the water billing is on
a commercial rate. He also pointed out
that there is a $5.00 garbage fee on the
bill and the building is not used enough
to justify a garbage fee. Councilman
Hunt asked what the City's position in
the past had been. City Manager stated
that there had been relief given on tap
fees, but none on deposit or water usage.
After further discussion, Mr. Baughman moved
that Mr, Solberg be granted relief in the
form of a residential deposit fee; however,
that the water and garbage fees remain as
they stand. Motion was seconded and
carried unanimously,
Mayor recognized Mr. Raymond Kirk, 153
Audrey Circle, N. E., who complained that
the water bill was entirely too high.
Mayor stated that it was unfortunate that
the water bills had to be increased, but
due to the rising cost of living, every-
thing has gone up. Mr. Palmer also pointed
out that the alternative would have been
to raise ad valorem taxes in the City.
City Manager presented a request from
Mr, Through, a local dredging contractor,
that consideration be made to reduce the
fee for his licensing, since he does 25%
of his work inside the City.
Councilman Hunt expressed concern that
granting this reduction would set a pre-
cedent that would not be beneficial to
the City. He stated that many businesses

are required to buy a City license for
the small amount of work they do within
the City. He moved that the request be
denied, Motion was seconded by Mr. Baugh-
man and carried unanimously.
Mayor called for any other new business
to be brought before the Council. Mr.
Rigdon said he had a report from the
Industrial Committee, Mayor said he was
going to call for that under old business,
but Mr. Rigdon could go ahead. Mr. Rigdon
said last time Mayor asked for a report he
didn't have one, Since then the Industrial
Committee that you appointed me to serve
on, met with Mr. Parkton from the County
and Mr. Pryor from Mary Esther, and Mr.
French Brown from the Chamber, along with
Jerry Melvin. In that meeting it was
decided by the committee that we would
more or less favor, I believe, the recom-
mendation that Council was in favor of,
about keeping the industrial operation
under the Chamber so to speak. We are
in the process of drawing up a charter
something similar to the 100 man charter
and 25 man charter. Mr. Melvin talked to
me yesterday, He has been waiting on
some guidelines from the Industrial Com-
mittee in Tallahassee. I hope the next
time Council meets, I will be able to pass
on to you a litte more information. I
believe we are going in the direction
that everybody here around the table favors.
We do know that Mary Esther did commit
themselves that they are interested in
joining the City of Fort Walton Beach in
participating in the funding for an Indus-
trial type committee. Mr. Parkton of
the County did not commit themselves that
they would put funds in there. I believe
the State told the Board of County Com-
missioners that over in Pensacola the
County Commissioners put about $60,000
into their funds and Panama City put about
$100,000. So we are hoping that the
Board of County Commissioners will see
their way clear to fund this thing.
There is a question of--Niceville has
started something, about 25 club members
and Crestview has started one--I think
the Commissioners are kind of ina
position of how
