Code 11 Special needs however did populate. OCDC used this code to enter all Special needs and broke the Special needs out as required in the Special Needs detal on Form 5. (SSI & DD). Recaptured funds were from the sale of two lots purchased in 2007 as a part of 66 units to be built up. The two lots were never developed. They were sold at a loss. Page 6
