SUMMARY PImuant to Chapter 2, Section 2-266, Purchasing PoJicies and Procedures, Ft. Walton Beach Code of Ordinances, staff requests authorization to award the contract: for rehabilitation of 118 Second Avenue to the lowest responsive, responsible bidder, 3D Finishers. The contract amount is not to exceed $ 5, 680.00. This is rehabilitated under the s Community Development Block Grant Program, Program Year City' property being 2002 (FY2002- 03). Below is a description of the property: C NAME: Regina McGrael ADDRESS: 118 Second Avenue REHABILITATION COST ESTIMATOR lA+ HOME INSPECTION): $6,350.00 3D FINISHERS: $ 5, 680.00 Staff followed the Rehabilitation Policies and Procedures ( adopted by Resolution # 81- 7 on February 24, 1981) for preparing,processing, and approving the application for Rehabilitation Grant. Staff foUowed the policies and procedures and performed the following: Interview and advised grant applicant; Advised prospective applicants on the availability and benefits of a rehabilitation grant Coordinated work write-ups using a Rehabilitation Cost Estimator. The cost estimator is a certified contractor that is seJected the bidding process. The cost estimator determines what eligible through work should be performed to bring the homes up to standard conditions. Coordinate the solicitation of bids from qualified contractors. The next step is to receive City Council approval FoUowing CounciJ approval, staffwill: Prepare construction contract documents; Inspect rehabilitation work on a regular basis to see that all code violations are rectified and to assure that all work is done according to code; Make final inspection of rehabilitation work and issue certificate of final approval of all work perfonned;  o Q warranties from the general Obtain from contractor, all warranties, release of liens, final invoices, and c contractor prior to final payment for rehabilitation work~ Make periodic follow-up inspections on work to make sure it is maintained. and 3D Finishers. RECOMMENDATION Staff recommends that City Council approve the contract with 3D Finishers.
