BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: November 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Zan Fedorak
SUBJECT: Seeking Approval to Award Bid for Access Control System Replacement
DEPARTMENT: Purchasing
BCC DISTRICT: All
STATEMENT OF ISSUE: Seeking approval to award and authorize Chairman to sign contract
for Security 101, LLC.
BACKGROUND & ANALYSIS: The Airports requested a bid to solicit the replacement of the
Access Control System (ACS) at the Northwest Florida Regional Airport (NWFRA). Bids were
received on October 1, 2014 with Security 101, LLC being the lowest responsive/responsible
bidder at $104,009.07. The bid includes assumptions due to the sensitivity of the security
system. The overall bid is subject to additional scope which was determined at the walk through
to verify all security infrastructure. The additional cost will be $12,841.67. Each bid would
have been subject to this additional work. The total cost of the project will be $116,850.74. Staff
requests the Board approve the award to Security 101, LLC and authorize the Chairman to sign
the contract.
The project will replace the system due to the age of the system, inadequate technology
integration, and continued system failures. The replacement will include software, biometric
readers, badge printer, control panels, and other access control hardware. The ACS replacement
is funded as follows: 50% Florida Department of Transportation (FDOT)/ 50% Local. The
project is scheduled to take approximately three (3) to five (5) weeks.
OPTIONS: Approve/Deny award and authorize Chairman to sign contract for Security 101,
LLC.
RECOMMENDATION: Staff recommends award and authorize Chairman to sign contract for
Security 101, LLC.
