Porter; and NDPILPA Director Bill Peebles.
NOTICE OF MEETING Mayor read notice calling the special
meeting to cansider Public Hausing Authority
Bid recommendation.
PUBLIC HOUSING AUTHORITY BID City Attarney explained that basically this
was dual bid situation with the LPA
a
requesting bids for 50 low to maderate income
houses for a specified price and at the same
time the Fort Walton Beach Hausing Authority
was advertising ta buy from a bidder, 50
units .or so an the same tract .of land. He
nated a bidder was bidding in twa directions--
primarily in the first place was ta get
Fort Waltan Beach Housing Autharity ta buy
his praject as the first ~espansibility.
He said Council as the LPA could sell this
I
praject ta anyone . of the bidders they
thaught best. He said any bidder that bid
an this did so an the basis their bid wauld
be accepted by the Fort Walton Beach Housing
Autharity. It was noted that both the LPA
directar and the LHA Directar were present.
ao
Question was asked if both LPA and LHA
recammended an the design and construction
of this-- Which board wauld the recommen-
datian come fram? Attorney said both LPA
and LHA. Manager asked in case LHA recom-
mended ta sell someone the property and the '
LHA recommended purchase from another, ,
what would happen?
in the bid. Mr.
Attorney said would
a situation passibly of not getting built. :
Mr. Hill questioned the

role
said HUD had legal

power on this and that LHA recommended to
HUD. Mayar cammented that apparently the
federal peaple ruled on whatever Council
did in the matter. Mr. Baughman expressed
an interest in sitting with LHA and discus-
sing. LHA chairman Spain said their board
had been appointed to review and recommend
and that he personally had no objection to
sitting with Council. Mr. Palmer asked what
criteria LHA used in making their recom-
mendation. Mr. Porter said their recom-
mendation was based on three criteria, not
necessarily of equal rank: priWe, design,
and experience of the developer. He handed
Council a data sheet concerning bids. Bids
were: Emmer, $ 1, Ol7, lOO. 00; Dan Evans,
1, 089, 500. 00; and Henderson, $ l, 095, 000. 00.
Mr. Palmer noted that since he was in the
dark and with due respect to the LHA boards--
saying they were better versed in the matter,
and due to the camments regarding the bid
time and very little difference in the bid,
mentioning cansidering people that live in
the area-- he moved that bids be thrawn out
and let Council be infarmed befare bids are
opened ta let all Council sit in. Motian
was seconded by Mr. Schweizer.
There was further discussion of the criteria
for the recommendation and of the role of
HUD in accepting the bids. Peebles indi- ,:,:
cated that technically LPA was not under a '.
deadline but Porter said LHA was-- they had
to have a developed plan in 180 days after
preliminary low bid is approved and it was \~
approved in November.
l..
Mr. Palmer said his motion was made to get
clarification for a clear and mutual under-
standing.
Manager noted that as he understood it, if
31
Cauncil was in disagreement with what the
LHA recommended, then he felt praper the
action was ta adjaurn as Council and call
a meeting of the LPA and make a contrary
recammendatian, but felt that they as Council-
men should not take any actian.
I ADJOURNMENT
Mr. Van Buskirk moved that the mation an
the floor be tabled.
carried unanimausly.
Meeting was
Motian seconded and
adjaurned at 5: 05 p. m.
