Two (2) bids were received. Conecuh Bridge & Engineering, Inc. (Troy, AL) is the lowest bidder meeting specifications for a total of $121,525.77 (see tabulation). BACKGROUND: Okaloosa County is charged with maintaining approximately 70 bridges and large culverts. In response to our aging infrastructure, Public Works has a program in place to replace deteriorating timber bridges with concrete/steel construction. Of that number, the bridge on Reeves Road is ranked number 2 with respect to the Sufficiency Rating assigned to it by state inspectors. At this time, only one bridge rates lower and it does not meet other criteria for replacement at this time. The state defines sufficiency rating as a tool that is used to help determine whether a bridge that is structurally deficient or functionally obsolete should be repaired or just replaced. BACKGROUND: The County has existing contracts with Kelly Temporary Services since 2000, Landrum Staffing since 2011 and Pacesetter Personnel Service since 2008. The original contracts and subsequent amendments were executed by the Purchasing Director but some now require approval of the Board of County Commissioners as they exceed the authorized limits. For Fiscal Year 2012, vendor payments to Kelly Temporary Services totaled $138,048, Landrum Staffing totaled $161,896, and Pacesetter Personnel Service totaled $38,724. Temporary staffing agencies are used primarily to fill vacancies temporarily due to turnover and extended absences, and sometimes to augment current staffing during times of heavy workload. Outsourcing staffing allows for quick assistance, and helps to reduce costs compared to regular budgeted positions with benefits. Funding for these services comes from budgeted funds within the user departments. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Staff is requesting Board authorization to continue the existing contracts with Kelly Temporary Services, Landrum Staffing and Pacesetter Personnel Service.
