BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 5, 2013
TO: Honorable Chairman and Members of the Board
FROM: James D. Curry
SUBJECT: Approval of FY 2014 Strategic Plan and Commissioner Priorities
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: Approval is needed of the FY 2014 Strategic Plan and Board
priorities.
BACKGROUND: As a pre-cursor to development of the FY 2014 Okaloosa County Annual
Budget, the Board of County Commissioners needs to review, discuss, and offer direction for the
proposed FY 2014 Okaloosa County Strategic Plan and Priorities for the Board departments.
The BCC initiated a Strategic Plan Workshop at 1pm on February 12, 2013, at the County
Courthouse in Crestview. The documents attached to this item include the proposed FY 2014
Strategic Plan and document containing the Board priorities extracted from the Strategic Plan.
Through the ensuing discussion, the Board appeared to be in agreement to amend the Board’s
proposed priorities by eliminating the previous goals regarding sustainable water supplies and
reducing the size of county government. The Board also discussed the addition of two new
priorities regarding development of actions for the RESTORE Act, and implementing corrective
actions in response to the Auditor General's “Okaloosa County Board of County Commissioners’
Oversight of the Tourist Development Council and Use of Tourist Development Taxes and
Funds Received from British Petroleum” Operational Audit dated January 2013.
Additionally, the Board had some discussion concerning the possible ranking of the individual
Board priorities or leaving them, as has been, without a ranking. The Board also discussed the
pros and cons of including in their highest of priorities increasing the supply of reserve funds
from 30 to 45 days. However, on neither of these two topics did there appear to be a consensus
formed during the workshop discussion.
