BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: October 21, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: PW - State Line Rd (double chip)
DEPARTMENT: Public Works
BCC DISTRICT: District 1
STATEMENT OF ISSUE: Staff requests approval to upgrade the treatment type for State
Line Road from a single to a double chip seal.
BACKGROUND: In May of 2014, the BCC approved the roads list to have Asphalt Paving
Systems, Contract C12-1960 PW, perform various treatment types on some of our roads based
upon staff and contractor recommendation.
Asphalt Paving Systems, Inc is the contractor tasked with providing annual road preservation
techniques. State Line Road was an asphalt millings applied road. The millings are not binding
as staff has seen in the past and expected. Staff recommends the blending of the millings into the
base and increasing the application from a Single Chip to a Double Chip, thereby increasing the
approved cost from $22,684 to $36,471.
Staff believes that this application will help bind the road and provide a better driving surface.
The original $22,864 was budgeted to be expended from 302-3202.36490 (LOGT Other
Improvements) for FY 14. Since the vendor was not able to mobilize to the area within FY 14,
staff proposes to use FY 15 funds in the same 302-3202.36490 (LOGT Other Improvements)
account for the time being and then transfer the remaining expense from LOGT reserves for the
FY 15 treatment lists.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff requests Board approval for the scope of work and budget
change for State Line Road.
